About The Position

We are seeking an experienced Senior Procurement Analyst to support large-scale IT procurements in healthcare systems. This role focuses on developing Requests for Proposals (RFPs), Single Source Amendments (SSAs), and related business and technical documentation. The ideal candidate has extensive experience in IT procurement for complex projects, strong analytical and writing skills, and familiarity with healthcare systems, particularly Medicaid. The Senior Procurement Analyst will collaborate closely with business and technical teams, manage stakeholder engagement, and ensure procurement documentation meets the highest standards of quality and compliance.

Requirements

  • Bachelor’s degree in a relevant field.
  • Minimum 10 years of experience developing procurement documentation for large-scale IT initiatives, including:
  • Leading RFP and/or SSA development
  • Creating business and technical requirements

Nice To Haves

  • Experience implementing large-scale Medicaid or healthcare IT systems.
  • Master’s degree in a related field.
  • At least 2 years of experience in a large healthcare system.
  • Certifications and experience in process improvement techniques (e.g., Lean Six Sigma, Agile, PDCA cycles, Kanban), project management, or business analysis.
  • Technical certifications such as ITIL, CompTIA, Oracle, Microsoft, Cisco, AWS, or expertise in IT Governance, IT Auditing, or IT Risk Management.

Responsibilities

  • Lead the end-to-end development of RFPs and SSAs, including document structure, narrative, and content integration.
  • Develop standardized procurement content and maintain a centralized repository for future procurements.
  • Draft high-quality business and technical requirements, RFP content, and Service Level Agreements (SLAs).
  • Conduct market research and provide insights based on similar procurements in the Medicaid Enterprise System (MES) domain.
  • Collaborate with stakeholders to gather feedback and refine procurement content.
  • Develop cost proposals and support cost estimation processes.
  • Draft evaluation criteria and tools for technical and cost proposals.
  • Perform quality control and editing for procurement documentation.
  • Coordinate and support meetings, including agenda preparation, scheduling, and documentation of minutes.
  • Monitor and improve procurement processes for efficiency and standardization.
