About The Position

Fluor is seeking an experienced Federal Government Prime Contracts Professional to join its Fluor Mission Solutions, Intelligence Business Line. The successful candidate will join the FMS Government Prime Contracts Organization and will assist in the management and execution of the Prime Contract in conjunction with the Project Director and key program personnel as well as functional leadership. The position will ensure compliance with federal government regulations, statutes, as well as Fluor Practices. This role will be assigned to support a large project in domestic and overseas locations with high risk and will be fully integrated with the project core team. Key to this position is to undertake Prime Contract management execution activities in accordance with the Prime Contract with a view to preventing leakage and being reimbursed for valid changes.

Requirements

  • Accredited four (4) year degree or global equivalent in applicable field of study and fourteen (14) years of work-related experience or a combination of education and directly related experience equal to eighteen (18) years if non-degreed.
  • Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders.
  • Job related technical knowledge necessary to complete the job.
  • Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines.
  • Ability to attend to detail and work in a time-conscious and time-effective manner.
  • Must have an active TS/SCI with Polygraph (or ability to obtain/maintain a Polygraph) Clearance.
  • Extensive knowledge and hands-on experience with FAR and DFARS regulations.

Nice To Haves

  • Accredited degree (or global equivalent) in business, law, engineering, construction management or cost engineering or equivalent experience.
  • Requires a comprehensive knowledge of industry business practices and management of contracts and subcontracts.
  • Experience in pricing, contracts law, contract drafting, administration and negotiation of change orders, risk identification and mitigation, effective correspondence, planning, and scheduling.
  • Proficiency in the formation and administration of prime contracts and subcontracts through the several steps of bidder pre-qualification, compilation of bid requests, receipt of bids, bid evaluation, award, monitoring the performance of contractors, back charge procedures, resolution of claims and disputes, and other such related steps.
  • Demonstrated leadership and teamwork capabilities suitable for working effectively in a matrix organization and leading a workforce comprised of many nationalities and backgrounds.
  • Excellent oral and written communication skills.
  • Excellent interpersonal skills.

Responsibilities

  • Provide support to business and execution units in the formation of prime contracts, including participating in proposals, prime contract reviews, joint venture and/or subcontract partnering, and risk assessment processes.
  • Facilitate smooth Execution with the support of the Project team throughout life of the project.
  • Coordinate as needed with the Legal Department and Insurance and Risk Management Groups to obtain and provide information regarding contractual issues, as well as coordinate with Project Controls and Project Business Services on financial and billing issues.
  • Review project correspondence to ensure Fluor's rights are protected and that it is consistent with the terms of the prime contract.
  • Assist in developing the Contract Summary and updates throughout the project.
  • Participate in functional management team reviews.
  • Other duties as assigned.
