About The Position

The Senior Policy and Legislative Advisor (SPLA) supports the Director of the Washington, DC Global office (WAS) by monitoring developments in Congress and the Administration that pertain to US support for humanitarian assistance. In addition, the SPLA will provide advice and guidance to the Director on policy and legislative issues that impact the work of the World Food Programme. These objectives may include internal WFP operations, WFP field operations, fundraising and partnership development, risk mitigation, or any other projects at the direction of the Executive Director. The SPLA reports to and is administratively managed by the Director of WAS. Together with the Director of WAS, the SPLA is expected to work closely with the Policy unit of the World Food Program USA (WFP-USA) to ensure a coherence of engagement with stakeholders and a clear delineation of duties between advocacy and lobbying.

Requirements

  • University Degree
  • A minimum of twelve years professional experience providing support and oversight at an executive level in international organizations or national governments with a focus on foreign affairs.
  • Must have a clear demonstration of high-level engagement on international political or development matters.
  • Mature judgement with strong interpersonal skills
  • Excellent communication, presentation, and drafting skills
  • Skilled at building and maintaining strategic partnerships
  • Provide organizational leadership and direction
  • Ability to design and implement management systems
  • Fluency (level C) in English language.

Responsibilities

  • The SPLA will work with the WAS Director on a regular basis to identify issues of relevance to WFP and to provide advice and guidance on key stakeholder actions, particularly as they relate to the administration and funding of US government humanitarian programs.
  • As necessary, the SPLA will provide focused briefings to WFP leadership, including the Executive Director, Deputy Executive Director, and the Chief of Staff on specific issues of concern to WFP.
  • The SPLA will lead the development, in conjunction with WFP-USA, of a Congressional Engagement Strategy focused on improving the visibility and understanding of WFP and its operations among Congressional members.
  • The SPLA will coordinate activities and provide strategic direction to advocacy efforts in the US in conjunction with WFP-USA.
  • The SPLA will identify and assist in identifying additional House and Senate contacts and potential staffing to build the internal capacity for robust engagement with the US Congress.
  • The SPLA may be required to travel to Country Offices, donor capitals, partner entities' headquarters, or other locations to provide briefings to key WFP leaders.
