Position Summary: The Policy Advisor, Technology Policy coordinates and oversees policy development and analysis activities related to current and emerging health care technology, standards adoption, data interoperability, privacy, and cybersecurity. This includes leading analysis of and response to state and federal legislation and regulation, as well as technical standards impacting the health insurance industry, to support AHIP and its member organizations.  

Requirements

  • Bachelor's Degree and/or equivalent experience
  • Minimum of 5-7 years of experience working on issues impacting current and emerging health care technology, privacy, cybersecurity, or related policy/regulatory environments.
  • Proven ability to analyze and develop policy on health-related regulations, legislation and/or standards.
  • Experience presenting to large multi-stakeholder groups on complex health industry issues.
  • Strong understanding of and experience working with federal or state agencies and key external partners on issues of strategic interest.
  • Strong knowledge of regulations affecting health insurance plans.

Responsibilities

  • Manages issues related to current and emerging health care technology, data interoperability, privacy, and cybersecurity policy.
  • Develops and implements policy and positioning recommendations, legislative and regulatory analysis, and serves as a resource for member health plans.
  • Facilities AHIP member committees and workgroups as assigned.
  • Tracks, researches, and prepares materials on federal legislation, regulations, and policies, and sub-regulatory guidance impacting health insurer adoption and use of technology.
  • Presents AHIP members views to government officials and external groups.
  • Develops policy alternatives through discussion papers, white papers, and related policy analysis.
  • Prepares written communications, including discussion documents and memos to gather member consensus, comment letters, policy briefs, and talking points in support of AHIP's policy and operations positions.
  • Directs research projects and surveys.
  • Performs other tasks as required or assigned.
