About The Position

The Senior Planning, Programming, Budget and Execution (PPBE) Subject Matter Expert (SME) position is a critical role within the Office of the Under Secretary of Defense for Intelligence and Security (OUSD(I&S)). This position requires intensive research, analysis, and coordination efforts specifically related to the Law Enforcement (LE) portfolio. The primary objective of this role is to optimize the development, management, and oversight of the LE portfolio, ensuring that it aligns effectively with the broader objectives of the Department of Defense (DoD) and the Intelligence Community (IC). In this role, the contractor will conduct comprehensive research and analysis, providing actionable recommendations to leadership. Responsibilities include preparing staff packages, developing position papers, drafting responses, creating talking points, and producing memoranda, briefings, and correspondence related to LE efforts throughout the PPBE cycle. Each contractor is expected to manage approximately five programs or projects on a monthly basis, applying these tasks consistently across all projects daily. Additionally, the contractor will perform technical studies and analyses, conduct document and budgetary reviews related to systems, procedures, and requirements within the LE portfolio. The role also involves supporting OUSD(I&S) in interactions with Congress, which includes drafting testimony, responses to Congressionally Directed Actions (CDAs), appeals related to Congressional budget marks, and preparing responses to advance policy questions (APQ) and questions for the record (QFR). The estimated quantity of these actions is around 20 annually. The contractor will be responsible for providing routine updates and briefs to senior leadership regarding the status and results of all meetings, with an estimated quantity of five updates or briefs weekly. Within five days following the conclusion of each meeting, the contractor must maintain a tracking vehicle for all DoD deliverables and provide weekly updates on related issues. Furthermore, the contractor will establish and maintain programmatic and resourcing procedures and requirements in support of the OUSD(I&S) LE portfolio, which includes identifying and informing stakeholders, coordinating meetings, staffing, and drafting and editing documents and presentations from DoD stakeholders. Participation in Proposal Support functions may also be required due to the contractor's expertise.
