About The Position

GENERAL STATEMENT OF DUTIES: To initiate, plan, develop, implement, and review programs and projects associated with the agency’s processing of mail ballots, elections, and voter registration systems; conduct research and coordinate assigned election activities and responsibilities, and train election officials as required.

Requirements

  • Education: Such as may have been gained through graduation from a college of recognized standing
  • Experience: Such as may have been gained through employment in a position involving the administration of elections, or the conduct and coordination of training programs, or community outreach, or a in a substantially similar role.
  • Or, any combination of education and experience that shall be substantially equivalent to the above education and experience.
  • Must possess excellent written and oral communications skills, including public speaking
  • Initiative and demonstrated organizational skills
  • Ability to work independently or with staff developing, writing and implementing programs and projects
  • Possess strong interpersonal skills, including the ability to work effectively with superiors, agency personnel and the public
  • Ability to coordinate multiple projects and work assignments, including field assignments
  • Have a working knowledge of computer software applications and other office equipment.

Responsibilities

  • To initiate, plan, develop, implement, and review programs and projects associated with the agency’s training, voter registration, and voter and candidate outreach programs.
  • Assist with mail ballot processing, election preparation, and work with the state voter registration system.
  • Develop procedures and training for the Board of Canvassers’ staff and pollworkers.
  • Conduct research and coordinate assigned election activities and responsibilities.
  • Assist with the setup, testing, and preparation of voting equipment and supplies.
  • Assist with the processing of all inbound mail ballots through high-speed mail ballot sorting and signature verification equipment, for all statewide and special referenda, primaries, and elections under the requirements of R.I.G.L 17-20 and Rules and Regulations promulgated by the Board.
  • Assist with the public certification of mail ballots for all statewide and special referenda, primaries, and elections under the requirements of R.I.G.L 17-20 and Rules and Regulations promulgated by the Board.
  • Provide support to the 39 local Board of Canvassers with the conduct of early voting and emergency in-person mail ballots.
  • Assist with tallying and counting of ballots under the requirements of R.I.G.L. 17-19 and prescribed in Rules and Regulations promulgated by the Board. Including the creation of relevant reports and summaries for release to the public through both written or electronic means.
  • Collect and compile complex statistical data associated with voter registration, voting, and mail ballot activity and other programs of the organization and respond to federal and state agency information reporting requests and surveys as required.
  • Respond to requests from the federal, state, and local officials and agencies, public and private organizations, and the public.
  • Responsible for preparing and writing handbooks, manuals, and booklets, and developing any other types of informational and educational materials.
  • Conduct educational and training seminars (conduct Election Official Training) and make presentations to the Board and constituent groups.
  • Assist in preparing for virtual and in-person meetings/hearing and appeals before the Board.
  • Assist with election audits of election equipment, auditing of election returns received from jurisdictions conducting elections, and perform routine warehouse duties when needed.
  • To be able to work independently or as a member of the election division team.
  • In addition to the regular duties of this position, the individual will perform such duties as may be assigned by the Board of Elections in addition to the regular duties of this position.
