The Office of the Executive Deputy Commissioner in the Division of Mental Hygiene (DMHy) seeks a Senior Planning Analyst to focus on community engagement and research, closely working with the Executive Director of Policy and Communications (ED). The position involves coordinating the development of the Division's four-year Local Services Plan (LSP) as mandated by the NYS Mental Hygiene Law and developing methods of monitoring and evaluating outcomes for the Bureau. The role also includes managing the Community Services Board (CSB) and Subcommittees for the Division, conducting research, creating policy briefs, and coordinating with the ED and DMHy to inform long-term planning needs.

  • Coordinating the development of the Division's four-year Local Services Plan (LSP) as mandated by the NYS Mental Hygiene Law.
  • Developing methods of monitoring and evaluating outcomes for the Bureau.
  • Managing the Community Services Board (CSB) and Subcommittees for the Division.
  • Facilitating engagement and evaluations, managing quarterly meetings, member appointments/re-appointments, communications and logistics.
  • Facilitating the process for filling vacancies in coordination with the DMHy and the Mayor's Office of Appointments.
  • Conducting research and creating policy briefs, memoranda, short reports, literature reviews, community feedback, and best practices.
  • Coordinating with the ED and DMHy to inform long-term planning needs.
  • Conducting tasks as assigned by the ED.
  • A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
  • For Assignment Level II and above, a doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity.
  • A master's degree with specialization in an appropriate field and three years of responsible full-time research experience.
  • Education and/or experience equivalent to the above requirements.
  • Strong project management skills.
  • Excellent verbal and written communication skills including strong meeting facilitation skills.
  • Strong research, analytical & problem-solving ability.
  • Experience or familiarity with New York's behavioral healthcare, healthcare, and/or social services systems.
  • Ability to work in a very fast-paced environment and meet tight deadlines.
  • Highly motivated and a good team player.
  • Ability to adapt quickly to organizational changes/needs and work effectively with culturally diverse individuals.
