About The Position

The City of Cibolo is seeking a highly motivated Senior Planner to oversee and manage the review, processing, and administration of subdivision and zoning applications. This role is critical in ensuring compliance with local, state, and federal regulations while facilitating efficient development and land use planning. This role would be recommending/advising/assisting developers, property owners, and the public through the development process; preparing technical reports and carrying out other work as assigned. Experience working within Texas jurisdiction is preferred, as familiarity with Texas state laws and local practices is essential for success. Requirements

  • Must have a valid Texas Class C driver’s license.
  • Bachelor’s Degree in Geography, Urban/Regional/Community Planning, Public Administration, Urban Studies/Affairs, Architecture, Business Administration, or related field.
  • At least two (2) years of increasingly responsible experience in zoning administration, subdivision platting, or land development, with demonstrable expertise in reviewing and processing subdivision applications.
  • Strong knowledge of zoning laws, subdivision regulations, and land use planning principles.
  • American Institute of Certified Planners (AICP) certification or the ability to obtain one (1) year is required.

Responsibilities

  • Application Review & Compliance: Review, evaluate, and process subdivision and zoning applications to ensure adherence to all applicable codes, ordinances, and regulations. Coordinate with planning, engineering, and legal departments to verify that development proposals meet regulatory requirements.
  • Public & Stakeholder Engagement: Serve as the primary point of contact for developers, property owners, and community members regarding zoning inquiries and permit status. Organize and facilitate public hearings, meetings, and workshops to discuss project proposals and gather community input.
  • Documentation & Record Keeping: Maintain accurate records of applications, permits, and approved plans. Update and manage zoning maps, records, and databases using Geographic Information Systems (GIS) where applicable.
  • Regulatory Interpretation & Enforcement: Interpret and enforce local zoning ordinances and subdivision regulations consistently and fairly. Provide guidance and technical assistance to ensure that new developments and existing properties comply with established guidelines.
  • Collaboration & Reporting: Collaborate with local government agencies, developers, consultants, and the planning department to streamline application processes. Prepare detailed reports, recommendations, and documentation for council meetings and public presentations.
  • People & Performance: Manage a team of young professionals and work on training and professional development opportunities. Supervise and evaluate subordinate staff, including communicating job expectations, coaching, counseling and discipline of employees, encouraging teamwork.
