About The Position

The Senior Payroll Specialist will be responsible for processing payroll, ensuring compliance with state and federal regulations, and generating and analyzing ADP payroll reports. This role requires expertise in ADP with a strong understanding of payroll best practices, tax laws, and reporting functions within ADP Workforce Now.

Requirements

  • 5+ years of payroll processing experience, preferably in a senior or lead role.
  • Experience with ADP payroll software, including running ADP reports and data analysis.
  • Strong understanding of payroll laws, tax regulations, and compliance requirements.
  • Advanced Excel skills (pivot tables, VLOOKUP, data analysis) preferred.
  • Excellent diligence and critical thinking skills.
  • Effective communication and customer service skills.
  • Ability to manage sensitive information with discretion and confidentiality.
  • Must have a valid California driver’s license with a clean driving record.
  • The role requires the ability to lift up to 25 lbs. independently and up to 150 lbs. with assistance.
  • Physical activities such as standing, walking, sitting, pushing, bending, and pulling may be necessary.
  • The position may also involve squatting, repetitive motions, and frequent use of hands and wrists for tasks such as typing, grasping, or fine manipulation.

Nice To Haves

  • Certified Payroll Professional (CPP) or Fundamental Payroll Certification (FPC) is a plus.

Responsibilities

  • Review payroll inputs from various internal sources daily, to ensure accurate bi-weekly payroll processing.
  • Process and administer payrolls for all employees, ensuring accuracy, timeliness, and compliance.
  • Find any payroll data that is not in compliance and develop strategies to educate employees and timecard supervisors in noncompliance issues and ensure that they follow the labor law.
  • Generate and analyze ADP payroll reports to ensure compliance, accuracy, and business insights.
  • Ensure compliance with federal, state, and local payroll regulations, including tax withholdings, wage garnishments, and deductions.
  • Work closely with HR and Finance to ensure payroll accuracy and resolve discrepancies.
  • Oversee and resolve complex payroll discrepancies and irregularities including managing out-of-cycle pay runs and retroactive pay adjustments.
  • Manage payroll audits, find issues, and with the assistance of supervisor implement corrective measures as needed.
  • Works with Program Managers, supervisor, and employees, being a senior point of contact, to ensure that payroll queries and payroll problems are resolved promptly, delivering excellent customer service standards.
  • Completes and returns, payroll data to other third-party organizations like State departments, courts, and Child Support Agency.
  • Review compliance with ACA (Affordable Care Act) and work closely with HR on noncompliance issues.
  • Assist the CFO in managing 403b Retirement Plan, i.e.: sending bi-weekly deferrals, preparing documentation for auditors, verifying and complete plan surveys.
  • Annually file EEO-1 reports for each OPARC location.
  • Participate in every ADP meeting on the implementation of ADP Comprehensive Services
  • Verify year-end payroll processing, including W-2s for all ADP payroll branches.
  • Maintain confidentiality and security of employee payroll information.
  • Maintain the organization in compliance with the federal, state, and local labor law by keeping educated and informed of any changes in payroll regulations. Actively seeking payroll information and interpreting new laws by doing extensive research .
  • Facilitate audits by providing records and documentation to auditors.
  • Safely drive personnel vehicle to any OPARC location or run occasional errands in the community
  • Other duties as needed.
