About The Position

GovCIO is currently hiring for Senior Network Administrator to manage secure network operations in support of the Naval Criminal Instigative Service Agency. This hybrid role is based in Quantico, VA and requires significant on-site presence to ensure mission-critical network availability, security compliance, and performance optimization.

Requirements

  • High School with 10+ years (or commensurate experience)
  • Clearance Required: Top Secret/SCI
  • Current DoD 8570 IAT Level II certification (e.g., Security+ CE, CCNA Security, SSCP)
  • Minimum 5 years of experience with Microsoft Exchange Server

Nice To Haves

  • Bachelor's degree in computer science, information technology, engineering, or related field highly preferred.
  • Experience with Department of Navy networks is highly preferred
  • Strong interpersonal skills, problem-solving skills, and time management skills

Responsibilities

  • Establishes and maintains smooth operation of computer systems (to include operating systems, software and hardware) in networked or stand-alone configurations, maintains system integrity, and upgrades systems and/or servers as required. May create and document new methods supporting network/system operations and implement changes to procedures. Consults with support teams, help desks, customers and other technical staff in the resolution of problems, coordinates and performs operation and/or maintenance activities for networks/servers, identifies recurring problems and recommends steps to reduce the severity or frequency of problems. May plan for the transition of development and/or production environments to new technologies, utilize system software to monitor the performance of system files, manage system data to maintain performance efficiencies and/or study system requirements to determine proper server installation methods and procedures.
  • Maintain and administer computer networks and related computing environments, including computer hardware, systems software, applications software, and all configurations.
  • Plan, coordinate, and implement network/system security measures in order to protect data, software, and hardware.
  • Provides regular monitoring and analysis regarding short and long-range planning for in-house systems.
  • Prepares or ensures that appropriate documentation exists, including operational instructions.
  • Writes or modifies basic scripts to resolve performance problems and automate administration tasks.
  • Recommend changes to improve systems and network configurations, and determine hardware or software requirements related to such changes.
  • Administer and maintain Exchange Server infrastructures on NIPRNet, SIPRNet and JWICS networks, includes planning for upgrades and migrations, troubleshooting system issues, supporting customers, ensuring compliance with DoD and DISA security standards
  • Develop and maintain detailed system documentation, including architecture diagrams, configuration baselines and change control records
  • Support RMF lifecycle activities by preparing and updating accreditation artifacts such as System Security Plans, POA&Ms, STIG updates every 90 days and as required
  • Plan, install, configure, support, and optimize Microsoft Exchange Server environments for both on‑premises and cloud deployments.
  • Troubleshoot and resolve complex issues related to email delivery, server performance, and Outlook client connectivity.
  • Provide technical support to end users for email, messaging, and collaboration tools.
  • Demonstrate strong proficiency with Active Directory, DNS, Group Policy Objects (GPOs), and DHCP.
  • Experienced in the configuration, administration, and support of Exchange Server, Active Directory, and Windows Server (2019/2022/2025).
  • Perform on‑site Tier 3 technical support for Microsoft Exchange across unclassified and classified environments.
  • Proven ability to build, maintain, and optimize Exchange Server infrastructure for enterprise on‑premises deployments.
  • Skilled in Microsoft Exchange Server administration, PowerShell scripting, and integration with Microsoft 365 services.
  • Possess a solid background in server management, networking, and enterprise email systems, supported by formal IT education and relevant certifications.
  • Assist with Exchange migrations, upgrades, and patching activities under the direction of NCIS leadership.
  • Contribute to the creation and maintenance of technical documentation for Exchange configurations, procedures, and operational standards.
  • Experienced in managing and securing large‑scale email and web security systems (including Cisco Secure Email/Web), with a focus on spam/malware prevention, phishing defense, data‑loss mitigation, policy enforcement, SPF/DMARC analysis, incident response, and integration with Microsoft‑based platforms.
  • Participate in technical reviews and change control boards; provide expert recommendations on design modifications and security posture improvements
  • Stay current with emerging technologies, DoD cybersecurity mandates, and best practices for Exchange and email operations
