About The Position

GDC IT Solutions is currently seeking a Senior .NET Application Developer to provide on-site information technology programming services supporting the Pennsylvania National Guard’s Accountability System at Fort Indiantown Gap in Annville, Pennsylvania. This position supports mission-critical payroll processing, emergency response, and operational tracking systems and may require on-site presence during state-activated emergencies and for training or meetings. As a Senior .NET Application Developer, you will be responsible for reviewing, enhancing, and supporting a mission-critical Accountability System used by the Pennsylvania National Guard and the Joint Emergency Operations Center (JEOC). You will work closely with JEOC staff and agency leadership to improve system performance, develop new functionality, ensure database integrity, and support live operations during emergency activations.

Requirements

  • Bachelor’s degree from an accredited college or university.
  • Seven (7+) years of experience developing with C#, ASP.NET Core, MVC, and .NET technologies, including VB.NET and classic ASP.NET.
  • Seven (7+) years of experience writing, debugging, and optimizing SQL queries.
  • Extensive experience with SQL Server (2012, 2016, 2018, 2019), SSIS, SSRS, and SQL Server Management Studio.
  • Strong DBA and development skills, including T-SQL scripting and performance tuning.
  • Five (5+) years of experience working with Power Apps and Power Automate.
  • Four (4+) years of experience using Azure DevOps tools including Azure Repos and Azure Boards.
  • Experience with Oracle databases (v12, 19c) and Microsoft SQL Server.
  • Proven ability to diagnose complex technical issues and deliver effective solutions.
  • Strong analytical, conceptual, and problem-solving skills.
  • Ability to manage multiple parallel assignments and meet defined milestones.
  • Client-facing consulting experience working with mid-level to senior leadership.
  • Four (4+) years of experience working in a government IT environment.
  • Experience supporting mission-critical or emergency response systems.
  • Advanced knowledge of networking concepts, object-oriented design, and data warehousing.
  • Experience with web technologies including JavaScript, XML, web services, IIS, HTML, and CSS.
  • Familiarity with Microsoft 365 tools including Access, Word, Excel, and PowerPoint.
  • Experience developing system training materials and operational documentation.

Responsibilities

  • Review, enhance, and maintain the Accountability System supporting payroll, mission tracking, and emergency operations.
  • Design, develop, and troubleshoot applications using C#, ASP.NET Core, MVC, and related .NET technologies.
  • Create, deploy, migrate, and support Power Apps and Power Automate solutions across environments.
  • Write, optimize, and maintain complex SQL queries, stored procedures, triggers, views, and T-SQL scripts.
  • Support and advance .NET applications (AIM) and SQL databases, including performance tuning and troubleshooting.
  • Perform data modeling, database design, and ensure alignment with enterprise architecture standards.
  • Review database efficiencies, workflows, metadata, permissions, and interface options.
  • Utilize Azure DevOps tools including Azure Repos, Git branching strategies, pull requests, code reviews, and Azure Boards.
  • Test system enhancements in controlled simulations prior to go-live and ensure functional and performance requirements are met.
  • Prepare system documentation, training manuals, and operational procedures.
  • Provide technical expertise for issue diagnosis, resolution, and workaround solutions.
  • Collaborate with agency IT leadership to recommend and implement database and reporting enhancements.
  • Maintain an active catalog of databases, structures, owners, and supporting documentation.
  • Provide on-site support during state-activated emergencies to ensure system availability and reliability.
  • Travel to Fort Indiantown Gap as required for meetings, training, and support.
