About The Position

The Senior NERC Regulatory Compliance Analyst will implement NERC compliance activities for NorthStar Clean Energy's gas generation facilities. This person is considered the site's subject matter expert of the NERC regulatory standards that are applicable to Generator Owners and Generator Operators. Provide management, oversight, direction, coordination for the implementation of NERC compliance activities that relate to equipment testing, configuration, operations, reliability, system protection, and other various electrical analyses. This position is designed to provide compliance coordination and implementation of policies and procedures at gas generation facilities. As a key member of the operations compliance team, this candidate will have a primary role in gas generation reliability and regulatory compliance at NSCE's existing facilities and also provide NERC related commissioning oversight of new facilities.

Requirements

  • 5+ years' experience operating, maintaining and/or designing utility scale gas/turbine generators, transformers, substation interconnection equipment and their protection systems.
  • Knowledgeable in NERC reliability standards and their associated requirements.
  • Knowledgeable in generation protective relay coordination and settings principles.
  • 5+ years of applicable electrical experience with a Bachelor's degree in Electrical Engineering.
  • In lieu of a Bachelor's degree in Electrical Engineering, a Bachelor's degree in a scientific/technical field or extensive Company or industry experience in positions that demonstrate required abilities and performance may be considered for placement in the Engineering Tech Analyst job family.
  • OR 8+ years of applicable electrical experience with an associate degree in a scientific/technical field.
  • Extensive years of applicable Company or industry experience in electrical-based positions that demonstrate required abilities and performance with no degree.

Responsibilities

  • Evaluate, interpret and manage the implementation of compliance processes and procedures related to NERC regulatory standards/requirements.
  • Provide subject matter expertise and support for the compliance of NERC regulatory standards with a primary focus on Protection and Control (PRC), Facilities Design, Connection and Maintenance (FAC), Transmission Planning (TPL), Transmission Operations (TOP), Modeling Data and Analysis (MOD), and Voltage and Reactive power (VAR).
  • Lead the on-site interpretation, education and the implementation of NERC regulatory standards and their requirements.
  • Ensure each facility's regulatory compliance through the coordination and evaluation of testing, modeling, condition assessment, maintenance activities and procedure/process implementation.
  • Conduct analysis of plant processes, testing results, reliability condition and equipment configuration to determine if it meets the regulatory requirements.
  • Implement the necessary procedure/process changes through plant management.
  • Oversee and coordinate activities such as testing, evaluations, modeling and reporting as needed.
  • Prepare, track, manage and analyze records as compliance evidence.
  • Communicate with the regulators regarding technical analysis and modeling reports, information submittals, forms and databases.
  • Assist in the assembly of information and documentation that demonstrates compliance.
  • Perform reporting actions to Department of Energy/Energy Information Administration, Federal Energy Regulatory Commission and other regulatory agencies.
  • Perform internal assessments of processes, procedures and documentation for regulatory adherence.
  • Communicate results and lead/assist in the development and implementation of corrective action plans.
  • Monitor, oversee, or implement corrective actions to ensure site compliance with regulatory requirements.
  • Perform or oversee complex assessments of facility generation electrical equipment such as Protection Relay function and coordination with controls.
  • Coordinate generating unit capabilities with voltage regulation and controls.
  • Provide scope and quality oversight of contractors of work that is related to NERC Requirements such as equipment testing, system modeling, engineering analysis, and report creation.
