About The Position

Consor Engineers is seeking a Senior NEPA Planner to support transportation and infrastructure projects across Utah, with a strong focus on UDOT and federal-aid highway work. This role is ideal for someone experienced in NEPA/CEQA who enjoys leading documentation, agency coordination, and mentoring junior staff — with the option to grow into leadership over time.

Requirements

• 10+ years of NEPA/environmental planning experience, preferably in transportation or infrastructure.
• Strong working knowledge of federal and Utah environmental regulations.
• Proven experience with agency coordination and technical documentation.
• Excellent writing, organization, and communication skills.
• Bachelor's degree in Environmental Planning, Environmental Science, Natural Resources, or related field.

Responsibilities

• Lead development of NEPA documentation (CatEx, EA, EIS) for transportation and infrastructure projects.
• Coordinate technical studies (biological, cultural, water resources, noise, air quality, land use).
• Navigate regulatory processes with UDOT, FHWA, BLM, USACE, USFS, and Utah DEQ.
• Prepare environmental impact analyses, permitting documents, and supporting reports.
• Participate in public and stakeholder meetings, hearings, and agency coordination.
• Contribute to proposal writing, scope development, and client support.
• Mentor junior planners and collaborate with engineers, project managers, and field teams.
