About the position

E&M Technologies, Inc. is currently seeking a Monitoring Specialist III to join our team in Arlington, VA in support of the U.S. Department of State, Bureau of Diplomatic Security. Diplomatic Security is the federal law enforcement and security bureau of the U.S. Department of State tasked with securing diplomacy and protecting the integrity of U.S. travel documents. The position involves providing open-source monitoring, assistance, and support to various investigative and intelligence offices, and requires effective communication of potential threats and relevant information.

Responsibilities

  • Provide open-source monitoring, assistance, and support to domestic investigative offices, protection details, protective intelligence offices, intelligence analysis offices, and other DS and external consumers.
  • Quickly, clearly, and concisely communicate potential threats and other relevant information.
  • Utilize numerous datasets, specialized tools, and advanced techniques to identify potential threats to the Department.
  • Use ad-hoc Program guidance in the creation of Boolean or other query-language algorithms.
  • Review incoming open-source information and maintain a database to assess the accuracy, credibility, validity, and relevance of known media sources.
  • Prepare preliminary referrals related to open-source threats, suspicious and hostile activities, and significant incidents.
  • Interpret, plan, and execute the collection of open-source intelligence as necessary to meet DS priorities.
  • Provide technical advice and guidance in the planning and execution of open-source collection operations.
  • Prepare and present written and oral briefings to various stakeholders on open-source monitoring and triage.
  • Assist training teams in the development of training modules regarding open-source monitoring and operations.
  • Build and maintain relationships and collaborative networks within the Department and across law enforcement and intelligence communities.
  • Develop and implement new strategies for gathering open-source information or intelligence.
  • Attend internal and external trainings, seminars, and conferences to acquire knowledge of new datasets and collection techniques.

Requirements

  • Bachelor’s degree and four (4) plus years of experience or seven (7) plus years of experience with no degree.
  • Expert knowledge of media platforms aligned with cultural, political, and security interests.
  • Knowledge of open-source concepts, methods, and practices for intelligence research and analysis.
  • Knowledge of qualitative and quantitative techniques to locate and identify information of concern.
  • Knowledge of Internet-based research, including Boolean logic and social media.
  • Knowledge of foreign language research methodologies.
  • Knowledge of machine language translation methods.
  • Knowledge of advanced search techniques and data visualization tools.
  • Ability to establish liaisons and interact effectively with individuals at all levels.
  • Ability to communicate effectively, both orally and in writing.
  • Must be a U.S. Citizen.
  • Must have and be capable of maintaining a U.S. Department of Defense (DoD) security clearance at the required level.
