About The Position

The Senior Medicaid Business Analyst </b>will support the Texas Health and Human Services Commission on the Business Process Reengineering and Digital Transformation initiative. This role is responsible for reviewing, analyzing, and evaluating business systems and user needs in alignment with enterprise -level strategies. The Senior Medicaid Business Analyst will lead and significantly contribute to large -scale digital transformation and business process reengineering efforts, designing future -state business capabilities that improve efficiency and service delivery. Collaboration with IT, operations, and product teams is required to support the implementation and adoption of updated workflows. The ideal candidate will possess deep expertise in business architecture, a proven track record in large -scale digital change, and an intimate understanding of the MITA framework.

Requirements

  • 8 years of progressive experience in a business data analyst role or similar strategic capacity, with a strong emphasis on enterprise -level initiatives.
  • 8 years of proven track record successfully leading or significantly contributing to multiple large -scale digital transformation and business process reengineering projects.
  • 8 years of demonstrable expertise with MITA (Medicaid Information Technology Architecture), including practical application in complex system environments.
  • 8 years of expert proficiency in business modeling methodologies and tools such as Business Process Model and Notation (BPMN), Unified Modeling Language (UML), and ArchiMate.
  • 8 years of demonstrated superior analytical, problem -solving, and critical thinking abilities, with a strong capacity to dissect complex issues and formulate pragmatic solutions.
  • 8 years of excellent written and verbal communication, presentation, and interpersonal skills, with the ability to articulate complex concepts clearly to both technical and non -technical stakeholders at all organizational levels.
  • 8 years of strong negotiation, facilitation, and conflict resolution skills.
  • Bachelor's degree in Business Administration, Information Technology, Computer Science, or a related field.
  • 8 years of demonstrated ability to work successfully with technical and non -technical groups on complex business problems.
  • 8 years of demonstrated ability to drive measurable improvements in operational efficiency and service delivery.
  • 8 years of strong understanding of enterprise architecture frameworks such as TOGAF.
  • 8 years of experience analyzing and evaluating current business methods and procedures for improvements, including strong oral and written communication skills.

Nice To Haves

  • 4 years of experience working within a government or public sector environment.
  • Relevant certifications such as Certified Business Analysis Professional (CBAP), TOGAF, BPMN, or Lean Six Sigma Green or Black Belt.
  • 4 years of familiarity with Agile and Scaled Agile Framework (SAFe) methodologies.
  • 2 years of direct, hands -on experience with Texas Health and Human Services (HHS) integrated eligibility systems (e.g., Medicaid, SNAP, TANF, CHIP).
  • Master's degree in Business Administration, Information Technology, Computer Science, or a related field.
  • Experience with MITA State Self -Assessments (SS -A).

Responsibilities

  • Lead and contribute to large -scale digital transformation initiatives by identifying opportunities for innovation and designing future -state business capabilities that leverage emerging technologies to achieve strategic organizational goals.
  • Conduct comprehensive analysis of current -state business processes to identify inefficiencies, bottlenecks, and pain points, and design optimized future -state processes that yield measurable improvements in efficiency, cost -effectiveness, and service quality.
  • Develop and maintain business architecture artifacts including current and future state business process models, data models, capability models, value streams, and organizational models using BPMN and related notations.
  • Collaborate with senior leadership, business units, IT teams, and external partners to elicit, analyze, and validate complex business requirements and translate them into actionable business and functional specifications.
  • Act as a liaison between business stakeholders and technical delivery teams, articulating business impacts of technical decisions and technical implications of business requirements.
  • Formulate solution options, risk identification, and financial analyses such as cost/benefit, ROI, and buy/build assessments.
  • Write detailed descriptions of user needs, program functions, and steps required to develop or modify systems or processes.
  • Apply enterprise architecture frameworks and business process mapping techniques to analyze and evaluate current business methods and procedures for improvement.
  • Support organizational change initiatives through strong change management, facilitation, and conflict resolution practices.
  • Drive measurable improvements in operational efficiency and service delivery through the successful implementation of reengineered processes and digital solutions.
