About The Position

This position is responsible for ensuring the maximum effectiveness and efficiency of the Youth workforce development system and drives the service delivery strategy. This position provides strategic oversight and management to the C2L-PHL intermediary, all direct youth service providers, and capacity building initiatives. This position should ensure all goals and standards are met as outlined by the funding sources and Philadelphia Works’ strategic objectives. This position leads collaboration with other departments as needed for contract management and program monitoring. Additionally, this position is responsible for developing and managing relationships with outside agencies and funding sources that will advance the youth workforce system in Philadelphia.

Requirements

  • Bachelor’s Degree from an accredited college or university in Public Policy, Public Administration Organizational Development or related field with at least 5 years of experience in Human Services and at least 3 years in a leadership role. Or any combination of education and experience determined to be acceptable.
  • Knowledge of government funding sources compliance
  • Experience with program design and implementation
  • Excellent written, verbal, interpersonal, presentation, planning, and organizational skills
  • Strong leadership skills with the ability to train, maintain, and motivate staff
  • Strong data validation skills with the ability to understand, analyze, and identify trends that drive compliance
  • Ability to adapt to a changing work environment and possess the flexibility to multi-task and meet departmental needs
  • Ability to build solid relationships that engender trust
  • Ability to collaborate effectively both internally and externally across departments and teams at all levels of staff and leadership
  • Ability to travel to various locations throughout the city

Responsibilities

  • Provide strategic oversight to the youth system to ensure providers comply with negotiated performance indicators and meet contractual goals with a focus on high-quality customer service, youth outcomes, continuous improvement, and strong data practices.
  • Support the development an annual budget and service strategy for the youth system.
  • Consult with providers to identify needs, concerns, and problems; establish systems to deliver effective technical assistance, monitoring, and program improvement.
  • Analyze the role of the youth programs intermediary on a regular basis and develop strategies and recommendations for their roles.
  • Support procurement processes for all programming related to the youth workforce system.
  • Manage a comprehensive contract evaluation framework to assess provider performance and improve outcomes that ensure compliance with local, state, and federal guidelines.
  • Oversee all personnel-related functions of the youth team including recruitment and selection, professional development and evaluation, training, motivation, communication, and building of a shared vision.
  • Work collaboratively with other managers in Operations & Data unit to ensure effective communication and coordination of services across all systems.
  • Support the organization in pursuing additional funding for youth programming in support of Philadelphia Works’ strategic objectives, including program design, budget planning, and grant preparation.
  • Represent Philadelphia Works by facilitating the Youth Standing Committee of the board of directors.
  • Drive contract development for youth workforce programs preparing scopes of work, supporting the finance unit with budget development and other tactical duties that support the overall contracting process.
  • Represent Philadelphia Works in citywide conversations that plan, design, and develop youth-related workforce initiatives.
  • Advise, consult, and coordinate with internal business units to address any issues.
  • Complete monthly, quarterly, and annual reports as required.
  • Assist in writing the WIOA Local Plan.
  • Perform other job-related duties as assigned.
