About The Position

The Senior Manager, Workforce Development at the Colorado Energy Office (CEO) is a leadership role focused on enhancing workforce development strategies to support the state's climate goals. This position involves overseeing initiatives that build a skilled workforce in clean energy sectors, ensuring equitable access to job opportunities, and collaborating with various stakeholders to align workforce efforts across programs. The role includes managing grants, engaging with community organizations, and providing strategic direction for workforce development initiatives.

Requirements

  • Bachelor's Degree in any field or a combination of education and work experience meeting the minimum qualifications.
  • Minimum of 3 years professional experience in workforce development strategy, training and certification, or related fields.
  • Knowledge of workforce development practices at the federal, state, and local level.
  • Awareness of apprenticeships, work-based learning, skills-based hiring and other workforce development strategies.
  • Strong written, oral, and presentation communication skills.
  • Experience with program management, project management and/or procurement.
  • Ability to take initiative and work independently as well as in a team environment.
  • Excellent computer skills including the Microsoft Office and Google suite.
  • Valid driver's license.

Nice To Haves

  • Experience in clean energy (energy efficiency, electrification, renewables, etc).
  • Experience with leading stakeholder engagement efforts.
  • Experience working with government agencies, regulatory bodies, and legislative bodies.
  • Knowledge of state laws related to climate practices, state procurement and vendor management.

Responsibilities

  • Conduct stakeholder engagement, outreach, and education in support of workforce development policies, programs, and strategies.
  • Assess existing efforts underway to prepare the climate workforce, including Registered Apprenticeship Programs, and identify gaps to fill those gaps in order to reach statewide goals.
  • Engage with non-profits and community-based organizations to ensure disproportionately impacted communities benefit from economic opportunities in the clean energy transition.
  • Collaborate with interagency partners, local governments, and industry partners on the design and management of programs that provide training, grants, and other support for workforce development.
  • Coordinate work to access key federal funding sources for workforce development and training.
  • Lead efforts to procure services through developing scopes of work, evaluating proposals, and managing vendors.
  • Review, align and support new and existing workforce developments across all CEO program teams.
  • Work collaboratively with CEO programs and communications teams to maximize the impact of workforce development initiatives.
  • Provide the Climate Workforce team with strategic direction in support of the development and implementation of climate workforce programs for the State of Colorado.
  • Serve as CEO's official representative with various agencies and committees regarding climate workforce development initiatives.
  • Oversee economic research, data analysis, and impact assessments to evaluate the effectiveness of climate workforce development initiatives.
  • Attend/present at community outreach events throughout the state as needed.
