About The Position

Venture Global LNG (“Venture Global”) is a long-term, low-cost provider of American-produced liquefied natural gas. The company’s Louisiana-based export projects service the global demand for North American natural gas and support the long-term development of clean and reliable North American energy supplies. Using reliable, proven technology in an innovative plant design configuration, Venture Global’s modular, mid-scale plant design will replace traditional designs as it allows for the same efficiency and operational reliability at significantly lower capital cost. We are seeking qualified applicants for a Senior Manager, Regulatory Technical Authority position to join our team in Houston, Texas. This postion will report the Director of Regulatory Compliance. This position is located in our Downtown Houston office and is a Monday - Friday in-office position. General Description: The Senior Manager, Regulatory Technical Authority is responsible for being the subject matter expert in regulatory compliance for our Liquefied Natural Gas (LNG) Facilities for the Federal, State, and Local regulatory requirements. The Senior Manager, Regulatory Technical Authority must be competent in LNG Facility regulations including FERC, PHMSA, and the USCG. This position will report to the Director, Regulatory Compliance.

Requirements

  • Bachelor of Science degree in Engineering from an accredited university or 10+ years of experience in LNG facility engineering or regulatory support role
  • Minimum of 10 years combined experience in design, commissioning, operations, or regulatory compliance
  • Have the ability to read and interpret engineer drawings to include P&IDs, PFDs, C&Es, One Line Diagrams, Isometrics, and Civil/Structural drawings
  • Must be proficient in LNG Facility Regulations including, but not limited to, 49 CFR 193, 33 CFR 127, NFPA 59A, and ASME B31.3.
  • Broad knowledge of Codes, Standards, and Industry Best Practices.
  • Must obtain a Transportation Worker Identification Credential (TWIC) card in good standing status.
  • Excellent research, written and oral communication skills.
  • Strong logistics, time management, planning and scheduling skills required.
  • An acute sensitivity to safety issues in a hazardous environment.
  • Effective communicator at all levels of an organization with individuals and groups from different disciplines, industries and governmental agencies.
  • Have advanced computer experience with Word, Excel, Access, and PowerPoint.
  • Ability to interface and effectively communicate with different groups, including operations staff, maintenance staff, engineering departments, human resources, regulators and other Company work groups.
  • Ability to multi-task and function in a highly dynamic atmosphere.

Nice To Haves

  • Experience In Adobe Captivate, Articulate 360, or equivalent e-learning design software preferred.

Responsibilities

  • Act as the regulatory compliance subject matter expert for the LNG facility management of change program to ensure compliance with appropriate regulations and Company Specifications.
  • Support the development of scopes of work for LNG facility activities including Capital Projects, Maintenance, and Operations by validating specifications, required credentials and regulatory obligations are satisfied.
  • Lead technical authority for Regulatory Compliance in 3D model reviews, HAZOPS, RCAs, and LOPAs.
  • Lead technical authority for Regulatory Compliance in supporting engineering design, scope refinement, cost estimating, development of project design specifications, and support construction.
  • Complete technical review of routine regulatory reports to validate accuracy with appropriate stakeholders.
  • Develop Capital Project requests for compliance improvement opportunities.
  • Manage regulation changes and the technical impacts thereof including developing proposed facility modifications to support said changes.
  • Lead the development and implementation of technical training for regulatory compliance assurance.
  • Responsible for managing Company Specifications, in coordination with Engineering, to ensure regulation citations are appropriately identified and updated, as required.
  • Support the Regulatory Compliance Assurance program necessary for Federal, State, and Local audits.
  • Performs internal compliance assurance activities in coordination with applicable stakeholders in preparation of routine Federal, State, and Local audits or inspections
  • Identify potential areas of compliance vulnerability or risks and provide reports to Supervisor and other LNG business stakeholders.
  • Work with Operations and Engineering SME’s to address areas of improvement identified from field assessments and/or changes to Venture Global processes and procedures.
  • Support Operations and Engineering processes and procedures to ensure technical regulatory content is accurate and achievable.
  • Support in safety related incident management issues on behalf of the Regulatory Department
  • Support in executing external regulatory reporting obligations.
  • Support the Company’s functional groups in planning, process and control management.
  • Collaborate with LNG Operations and Construction personnel, engineering and other stakeholders to share lessons learned, experiences, and knowledge to ensure safe, reliable, and efficient operations.
