About The Position

As Senior Manager, Regulatory Affairs at Impulse, you are a critical “two-fer” member of the Legal & Regulatory team. You will directly support the Associate General Counsel on FCC, spectrum, licensing, and broader regulatory/policy matters while partnering closely with the Director of Trade Compliance to strengthen and operationalize the company’s export control program. You will identify, mitigate, and manage regulatory and compliance risks across the organization to protect Impulse through its rapid growth in spacecraft development and operations. Your core focus is building and owning a best-in-class FCC regulatory compliance program (including spacecraft licensing and spectrum matters) while playing a hands-on role in ITAR/EAR compliance as a key deputy to the Director of Trade Compliance. The ideal candidate brings senior-level experience in satellite/spacecraft regulatory filings, ITAR Empowered Official responsibilities, and the ability to translate complex regulations into clear, business-friendly guidance. NOTE: This position is partial on-site/partial remote.

Requirements

  • Bachelor’s Degree in Political Science, International Relations, Business, Engineering, or a related field
  • 6+ years of total experience supporting defense or aerospace regulatory matters
  • 4+ years of direct experience preparing FCC filings, NOAA licensing, or other federal regulatory submissions

Responsibilities

  • Assist in preparing spacecraft regulatory licensing filings and approvals with government agencies, including the FCC, NOAA, and FAA
  • Maintain and manage a comprehensive license and filing tracking system to monitor expiration dates, renewal windows, regulatory milestones, and post-authorization reporting obligations across the company's regulatory licensing portfolio
  • Serve as deputy ITAR Empowered Official for the company’s export control compliance program; review transactions, agreements, technical data transfers, and foreign person access for compliance with ITAR and EAR; prepare and submit export license applications as needed
  • Own and continuously improve a comprehensive license and filing tracking system covering expiration dates, renewal windows, regulatory milestones, post-authorization reporting, and orbital debris obligations across the full regulatory portfolio
  • Partner with the Associate General Counsel on regulatory strategy, internal policy development, and cross-functional training; create and maintain compliance policies, standard operating procedures, and training materials
  • Monitor and advise guidance to cross-department business leaders on evolving laws, regulations, and agency guidance impacting spacecraft, spectrum, and export-controlled technologies
  • Support the company’s advocacy efforts before the FCC by drafting comments in response to notices of proposed rulemaking (NPRMs) and preparing white papers and policy briefs
  • Support the company's export control compliance program by reviewing transactions, agreements, and technical data transfers for compliance with the International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR)
  • Keep informed on applicable laws, regulations, and industry guidance that impact our Company’s core spacecraft product lines
  • Respond promptly to requests and questions from the business and other stakeholders, summarizing, and communicating regulatory requirements in a clear, concise, succinct, and business friendly way
