About The Position

Plans, oversees, and manages the lease administration, budget administration, construction, and maintenance of the Authority’s headquarters location at 567 W. Lake Street and various other locations, including concessions, miscellaneous vacant land, and property acquisitions and dispositions. Reviews plans, budgets, and schedules facility modifications to ensure safety and efficacy in the management of Authority properties.

Requirements

  • Bachelor’s degree in Engineering or a related technical field, plus five (5) years of experience in property management or maintenance, or an equivalent combination of education and experience.
  • Detailed knowledge of engineering principles and practices as they relate to property maintenance and management.
  • Working knowledge of the standards, codes, and regulations pertaining to the construction and maintenance of properties.
  • Working knowledge of related building codes and standards.
  • Working knowledge of inspection and investigation techniques.
  • Working knowledge of the processes and practices in lease administration and property management.
  • Working knowledge of energy efficiency programs, including Energy Star Certification, LEED Certification, and various energy upgrades and retrofits.
  • Working knowledge of budget administration practices and principles.
  • Strong organizational skills and attention to detail.
  • Intermediate knowledge of computer operations, word processing, spreadsheets, presentations and database software skills.
  • Strong oral and written communications skills.
  • Strong interpersonal skills in dealing with external groups and/or organizations.
  • Intermediate project management skills.
  • Intermediate data analysis skills.
  • Ability to work independently.

  • Exempt (Non-Union) employees must live within the boundaries of the CTA Statutory Service Area either at the time of employment or within 6 months of beginning employment at CTA.

Responsibilities

  • Oversees the coordination with building management and service contractors in building space allocation and layout, communication services, and facility expansion.

  • Inspects construction and installation progress.
  • Conducts periodic inspections of work in progress and advises construction supervisors and contractors on interpretation of plans and specifications.
  • Inspects properties to ascertain their condition and prepares reports depicting the condition, deficiencies observed, designs necessary for repairs, and estimated cost of repairs.
  • Evaluates and makes recommendations concerning changes in contract documents and ensures that authorized changes are implemented, in accordance with federal, state, and local building codes.
  • Acts as back up for Manager, Property Management as needed.
  • Performs lease administration an enforcement of Authority properties.
  • Provides oversight of various lease agreements. Maintains an account of rent due by property, the amount due from each tenant, and the total received.
  • Prepares reports on variances, reviews annual operating expense estimates, and prepares annual reconciliations.
  • Examines and approves engineering and architectural drawings and design computations to ensure compliance with sound engineering practices and established standards, codes, and regulations. Creates correspondence involving technical problems concerning structural engineering standards and code requirements.
  • Serves as liaison with property management and building tenants to ensure operations needs are met and Authority requirements are achieved.
  • Increases revenue and asset values through identified efficiencies and savings, including oversight of Energy Efficiency programs.
  • Develops and administers the annual budget.
  • Hires, trains, develops, monitors, and evaluates performance of staff. Reviews and recommends personnel actions for approval.
  • Performs related duties as assigned.
