About The Position

The Senior Manager, programs will be a working manager responsible for leading a team of individuals responsible for critical telecommunications initiatives supporting 911 and emergency services infrastructure. This individual will lead a team responsible for overseeing a portfolio of projects that ensure the availability, accuracy, and resilience of the public safety communications systems - enabling the successful interconnection of originating service providers and support required for next generation 911 projects, deployments, and troubleshooting initiatives. While the ideal candidate must have strong management and people skills, they must also be strategic, well organized, flexible, and able to attend to detailed minutia. This position requires both the ability to be personable while successfully leading, orchestrating, and executing assigned tasks. It is vital to handle challenges and complications efficiently and effectively as the point person for successful vendor engagement and deployment activities.

Requirements

  • Excellent leadership and demonstrated initiative
  • Experience managing OSP onboarding and 911 service implementations
  • Understanding of the regulatory environment and 911 standards body organizations
  • NG911 and 911 call flow understanding
  • Proven ability to support strategic planning and execution of goals that support business objectives
  • Experience in partnering with internal organizations to develop and implement process improvements
  • Demonstrated leadership, operational, and planning skills
  • Ability to prioritize and escalate where appropriate
  • Proven ability to work in a fast paced, self-directed environment
  • Excellent communication, stakeholder management, and presentation skills
  • Quality orientation with a strong eye for detail to support analysis and trending
  • Competency with MS Office Word, Excel, Outlook, Visio, Powerpoint, Sharepoint
  • Six+ years of management or supervisory experience
  • Demonstrated expertise in managing NG911 systems and OSP deployment projects
  • Understanding of the NG911 architecture, legacy 911 systems, and OSP ingress processes
  • Strong knowledge of NENA standards, FCC regulations, and state-level 9-1-1 governance

  • Four-year college degree or eight years of telecommunications and/or 911 systems experience

Responsibilities

  • Provide team leadership, mentoring, and management to the program and project staff and others supporting the team
  • Provide subject matter expertise on Originating Service Provider (OSP) engagement, relationships, and interconnection
  • Oversee the planning and execution of projects involving OSP ingress, including interconnection design, trunk provisioning, and call routing validation
  • Drive strategic alignment between project execution and public safety objectives, including support for NG9-1-1, location accuracy, and emergency call handling
  • Support process development and implementation related to vendor engagement, OSP onboarding, and NG911 deployment support
  • Executes programs that meet the needs of the organization or its employees or customers
  • Participates in all aspects of corporate programs, including planning, budgeting, staffing, scheduling and performance
  • Promotes the program throughout the organization and tracks utilization
  • Engages with internal and external vendors, clients and personnel to ensure coordination and collaboration on issue resolution and project planning
  • Lead technical discussions in integration planning and manage associated action items
  • Build and maintain relationships with project stakeholders by providing education, guidance, input, and initiatives to support project work
  • Develop project reporting KPIs and dashboards to support project updates to leadership and customers
  • Escalate project risks and issues and work with project team on solutions where applicable
  • Ensure team adherence to Comtech policies, standards, processes, procedures and guidelines for service team support
  • Additional project tasks and duties as required
