About The Position

The Senior Portfolio Manager is accountable for governing, monitoring, and controlling spending for a complex and diverse technology portfolio, with a strong emphasis on portfolio financial governance, data integrity and overall program/project health transparency. This position ensures alignment with annual plans, enforces financial discipline and compliance, and provides executive ready financial insights across all initiatives. This role collaborates extensively with Technology, Delivery, Finance, Procurement, internal teams, and business stakeholders to ensure that investments are strategically aligned, financially assessed, and systematically monitored and reported throughout the entire investment lifecycle, from initial intake and funding approval through delivery and project closeout.

Requirements

  • 10+ years of experience in portfolio, program, or financial management within technology environments
  • Enterprise technology or transformation portfolio experience.
  • Deep familiarity with software capitalization and cost allocation models.
  • Experience partnering with Finance during month-end close, quarterly reviews, and annual planning.
  • Background in PMO / PPM transformations or standing up financial governance frameworks
  • or equivalent combination of education and experience.

Responsibilities

  • Own end-to-end governance for D&T’s technical portfolio, including financial controls.
  • Support annual budget planning, quarterly reforecasting needs, and long-range planning.
  • Make sure initiatives align to strategy, capacity constraints, and approved financial plans.
  • Adhere to portfolio governance standards for intake, prioritization & funding approvals.
  • Ensure all chartered projects have approved budgets, business cases, and financial baselines.
  • Work with Finance to ensure all approved projects in the portfolio meet capitalization policies, accounting standards, and funding requirements, allowing for accurate monitoring.
  • Track approved vs. allocated; forecasted & actual spend across all programs and projects.
  • Identify opportunities to reallocate funding between initiatives prior to committing significant resources to projects that may receive only conditional funding during the chartering process.
  • Proactively monitor accruals, actuals & forecasting monthly identifying large variances for fully approved chartered projects, raising financial risks to appropriate parties for remediation.
  • Track KPIs including, but not limited to forecast accuracy, burn rate, capital efficiency, and delivery.
  • Act as a trusted partner to executives across Technology, Finance, TMO and the Business.
  • Prepare & present complex financial data as clear executive insights on overall portfolio health.
  • Establish routine reporting and financial dashboards for executive consumption/distribution.
  • Facilitate Portfolio Reviews, Steering Committees, and Executive Reviews as established.
  • Ensure consistent and accurate use of PPM tools, financial systems, and reporting standards.
  • Maintain strong data integrity, audit readiness, and financial traceability.
  • Improve portfolio governance process to ensure transparency, quality, and cycle time.
  • Work closely with the centralized systems governance team to ensure data integrity across systems.
  • Understands and actively participates in Environmental, Health & Safety responsibilities by following established UO policy, procedures, training and team member involvement activities.
  • Performs other duties as assigned.
