About The Position

Under the general direction of Director, Operations and Public Works, the Senior Manager, Operations and Public Works provide management oversight and is responsible for the overall operation and performance of the divisions within the Public Works Department.

Requirements

  • Bachelor's degree and/or college coursework in Public Administration preferred.
  • Minimum ten (10) years of progressive experience in a Public Works environment, preferably working with Tribal Nations/Government, required.
  • Minimum five (5) years of direct supervisory experience managing teams required.
  • Related, relevant, and/or direct experience may be considered in lieu of minimum educational requirements indicated above.
  • Must possess intermediate proficiency in Microsoft Office Suite (Word, Excel, and Outlook) and internet research methodology.
  • Ability to read, convey and interpret documents such as safety rules, operating and maintenance instructions, and produce manuals.
  • Ability to speak effectively before groups, customers and employees of organization.
  • Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, fractions, and decimals, including the ability to compute ratios and percentages.
  • Must be able to demonstrate good judgment skills in all areas within their scope of responsibility.
  • Demonstrated maturity and poise; ability to employ perfect discretion in sensitive situations.
  • Strong leadership and people management skills required with good motivational and collaboration emphasis; communications change effectively, overcome resistance and build commitment.
  • Must maintain a strict level of confidentiality and act in a manner consistent with al legal and regulatory requirements and in compliance with relevant laws and regulations.
  • At the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license.
  • Authorized Driver: Role requires operation or driving of Tribe-owned vehicles or driving patron vehicles. A valid driver’s license with an acceptable driving record as determined by the insurance carrier is required.

Responsibilities

  • Provides overall direction and management of the Public Works Department, ensuring smooth day-to-day operations and driving continuous improvement to enhance service delivery and employee engagement.
  • Manages and monitors facility repairs, establishes criteria for repair versus replacement, and implements preventive maintenance programs to protect assets, control costs, and minimize service disruptions.
  • Provides strategic leadership by managing teams, shaping and implementing organizational policies, coordinating cross-departmental initiatives, and serving as the liaison between staff and executive leadership to maintain alignment and effective communication across the organization.
  • Oversees the financial integrity of the department by preparing and presenting the annual budget, forecasting, reviewing transactions, and managing contracts and Request for Proposal (RFP to ensure responsible fiscal management and compliance with financial standards.
  • Develops and implements departmental goals, programs, policies, and procedures based on analysis of tribal growth, workload, staffing levels, and legislative influences to ensure services remain effective, scalable, and compliant with organizational and regulatory requirements.
  • Directs and manages the integration of operations functions and the Public Works team, coordinating internal departments and stakeholders to maintain and develop property utilities, land, roads, buildings, parks, and infrastructure in alignment with organizational plans and community needs.
  • Performs other duties as assigned to support the efficient operation of the department.
