About The Position

This position is responsible for managing the technical services of the Association. Responsibilities include oversight of substation maintenance, metering, communications, relaying, and SCADA. The position will also assist with the development of substation designs and commissioning.

Requirements

  • Bachelor's degree in electrical engineering.
  • Ten (10) years of directly related work experience in the electrical utility industry.
  • Documented ability in the application of principles of directing, developing, and administering work programs.
  • A Professional Engineer (PE) registration or ability to obtain a PE in the State of Alaska within one year.
  • Requires advanced experience in design, construction, and maintenance of relay, control, communication, and SCADA systems.
  • Advanced knowledge of regulatory requirements and industry practices pertaining to electric system operations.
  • Valid Alaska driver's license or ability to obtain as required under State of Alaska regulations.

Responsibilities

  • Promotes a safety culture in which safety is a value.
  • Performs the essential functions of the position in a safe and efficient manner.
  • Hires, trains, leads, informs, and motivates the Association's Technical Services employees.
  • Efficiently manages technical services development and project initiatives and deliveries.
  • Provides program management and leadership across technical services.
  • Creates periodic status reports encompassing financials, risks, mitigations, contingencies and impact to revenue.
  • Oversees the planning, design, construction and maintenance of the Association's electrical substations.
  • Oversees development of high voltage relay settings, protection philosophies, and set point calculation sheets.
  • Submits O&M and Capital budgets for approval.
  • Oversees schedules for maintenance, installation and rebuilds of protection, communication, and SCADA systems.
  • Oversees and evaluates bid awards for contractor and professional consulting services.
  • Monitors and supports substation operations to ensure that cost and reliability meets all regulatory and industry standards.
  • Analyzes reports from data obtained from AMI system and SCADA system.
  • Monitors and supports electric metering function.
  • Analyzes power supply and delivery cost and strategies.
  • Analyzes information and statistical data to monitor and evaluate electric system operations.
  • Oversees design of and works with Operations on construction activities.
  • Participates in short- and long-range planning within the Power Delivery group.
  • Responds to internal/external concerns within Technical Services Department.
  • Develop and improve processes by assuring consistency with the policies, procedures, practices, rules, regulations, and philosophies.
  • Works with other senior managers and directors in Power Delivery.
  • Identifies consultants, negotiates contracts, oversees contract terms, measures progress, and approves billings.
  • May participate in the negotiation of applicable collective bargaining agreements.
  • Manages grievances and works with Human Resources.
  • Integral member of the Association's Emergency Response Team.
