About The Position

This is a full-time, in office position at our headquarters location in Oklahoma City. This position requires occasional day travel to locations within the state of Oklahoma. The Senior Manager of Right-of-Way, Utilities, and Facilities is responsible for overseeing daily operations across multiple functional areas, including right-of-way acquisition and disposal, condemnation, utility relocation and permitting, and facility management. This position supports the Director in supervising staff, coordinating consultants, managing schedules, and ensuring resources are effectively allocated across disciplines to maintain efficient operations and project delivery. The role also includes oversight of facilities and travel plazas to ensure safety, cleanliness, compliance, and timely issue resolution.

Requirements

  • Bachelor’s degree in engineering, construction management, public administration, business administration, or a related field; equivalent combination of education and experience may be considered.
  • Minimum of four (4) years of progressively responsible experience in right-of-way, utilities, facilities management, transportation, and/or infrastructure-related operations.
  • Experience supervising staff and coordinating work across multiple functional areas or disciplines.
  • Experience managing or overseeing consultants, contracts, and invoices.
  • Knowledge Principles and practices of right-of-way acquisition, disposal, and condemnation.
  • Utility relocation processes, permitting, and licensing requirements.
  • Facility management operations, including maintenance, inspections, and remodel projects.
  • Contract administration, consultant oversight, and invoice review processes.
  • Applicable federal, state, and local laws, regulations, and policies related to right-of-way, utilities, and public facilities.
  • Project coordination and resource allocation across multiple disciplines.
  • Strong leadership and supervisory skills with the ability to coordinate teams across diverse functional areas.
  • Excellent organizational and time-management skills, with the ability to manage multiple priorities simultaneously.
  • Strong problem-solving and decision-making abilities, particularly in operational and facility-related issues.
  • Effective written and verbal communication skills, including the ability to work with internal staff, consultants, contractors, and external stakeholders.
  • Ability to review technical and financial documents, including plans, permits, and invoices.
  • Proficiency in standard office software and project management tools.

Nice To Haves

  • Experience working with public infrastructure projects, utilities, or transportation systems is strongly preferred.

Responsibilities

  • Assist and support the Director of Right-of-Way and Utilities in overseeing all aspects of right-of-way, utilities, and facility management operations.
  • Oversee daily operational activities, ensuring effective coordination of staff, consultants, and schedules across multiple divisions.
  • Review and approve consultant invoices for accuracy, compliance, and contractual alignment.
  • Coordinate with consultants and in-house staff on right-of-way acquisitions, utility relocations, permitting, and facility-related initiatives to ensure timely progress and issue resolution.
  • Ensure facility-related issues, including those at travel plazas, are identified and addressed promptly and efficiently.
  • Oversee inspection of all travel plazas on the Turnpike system to ensure cleanliness, operational standards, and contractual or regulatory requirements are met.
  • Manage and coordinate facility remodels and improvement projects, including contractor oversight and schedule management.
  • Assist with right-of-way acquisition activities to ensure consultants are progressing effectively and in compliance with applicable laws and policies.
  • Support utility relocation activities to ensure plans, approvals, and relocations are processed in a timely and coordinated manner.
  • Assist with the processing of utility licenses to ensure they meet all requirements and are completed on schedule.
  • Provide leadership, guidance, and problem-solving support to staff across assigned functional areas.
