About The Position

The Senior Manager of RFP Services oversees the creation and submission of compliant, competitive, and compelling proposals across Gainwell’s business lines. This role manages the full proposal lifecycle from pre-RFP planning through post-submission follow-up ensuring alignment with client requirements, regulatory standards, and strategic business goals. The manager leads a team of proposal professionals, drives process improvements, and maintains high-quality proposal content and systems.

Requirements

  • Previous experience with complex proposals, including state or Federal.
  • Demonstrated success in managing people; setting and communicating goals and expectations, measuring accomplishments, holding staff members accountable, delegating responsibility, keeping staff members informed, coaching, mentoring, reinforcing positive behavior and managing conflict.
  • Strong sense of accountability; excellent analytical skills, written and verbal communication, and project management skills.
  • Ability to work in a fast-paced, deadline-driven environment.
  • Must be detail-oriented and possess advanced written and oral skills.
  • Strong interpersonal skills including tact, diplomacy, and flexibility to work effectively with senior leaders and employees.
  • Strong leadership skills with an ability to coach, lead, motivate and influence others to support corporate goals and objectives to produce a winning proposal within budget and schedule constraint.
  • Ability to deliver quality work on tight deadlines, with strong organization and priority setting skills.
  • Familiarity with Shipley proposal methodology.
  • Proven leadership and team management experience.
  • Ability to manage employees through influence even though they may not be a direct report.

Nice To Haves

  • Certification in proposal management (e.g., APMP) is a plus.
  • Experience with proposal management software and AI tools is a plus.

Responsibilities

  • Supervise and mentor proposal team members to enhance performance and growth.
  • Manage proposal assignments and coordinate with external staffing partners.
  • Oversee proposal content library and maintain up-to-date assets (templates, bios, references).
  • Ensure proposals meet all solicitation instructions and regulatory requirements.
  • Conduct quality assurance reviews and maintain high standards for proposal content and presentation.
  • Develop proposal schedules, outlines, compliance matrices, and development plans.
  • Collaborate with internal teams and SMEs to gather proposal inputs.
  • Perform competitive bid analyses to identify industry trends and inform strategy.
  • Document lessons learned and implemented process improvements.
  • Provide training and mentorship on proposal development and compliance.
  • Align proposal efforts with business goals and strategic objectives.
  • Oversee completion of required forms and manage proposal timelines.
  • Act as a player/coach on large strategic proposals when needed.
