The Senior Manager, Legal Services & Records Management reports directly to the Senior Vice President Legal Services & General Counsel and oversees numerous technical activities for legal services, to include serving as the manager for the organization's Records Management Program. This role leads a broad range of legal tasks and duties at the direction of the General Counsel. This position regularly executes tasks and duties at an independent level with a high degree of discretionary judgement in order to address the fast-paced and dynamic requirements of the legal services functions of the organization.

  • Draft resolutions and legal documents for review by internal and external legal counsel, with technical precision to support the execution of ATP's business
  • Oversee a wide range of activities as the direct technical lead for General Counsel to include preparing legal documents, agreements, and procurements related to support the light rail project
  • Lead the day-to-day activities for the Records Management Program for the organization, providing necessary training, leadership and oversight of all aspects of the program
  • Manage required tasks related to informational requests applicable to the Texas Public Information Act (TPIA), including drafting official communications on behalf of ATP and liaising with the Attorney General's Office
  • Serve as the records management and TPIA systems administrator to ensure compliance with the TPIA and other applicable regulations
  • Serve as the lead trainer for records management and TPIA for ATP personnel and contractors
  • Support the budget planning process for legal services and provide financial analysis as needed for the General Counsel to establish fiscal year budgets
  • Serve as the liaison to procurement for contract administration as it relates to legal services contracts
  • Draft resolutions and other governing documents for the regular facilitation of ATP's Board agendas to support the business of the organization
  • Conduct legal research and analysis, interpreting statutes, regulations, and legal documents for ATP's legal and operational objectives
  • Manage and audit invoicing and contracts for outside legal counsel services, developing systems for monitoring contract and budget compliance
  • Provide backup support to the Board Liaison, assisting with scheduling, drafting, and execution of Board items
  • Assist with development and compliance of the records retention policy and program to ensure records of documents are archived, retrieved, returned, retained, and destroyed in accordance with such policy and program
  • Bachelor's degree in Public Administration, Paralegal Studies, Business Administration, or a related field
  • Seven years of experience with paralegal responsibilities in a legal, administrative, or executive environment dealing with contracts and legal documents
  • Three years of supervisory or project management experience
  • OR An equivalent combination of education, experience, knowledge, skills, abilities, and other characteristics consistent with the required qualifications
  • Knowledge of the records lifecycle (creation, storage, access, and disposition), retention scheduling, and the creation and maintenance of recordkeeping systems.
  • Proficiency in electronic document management systems databases, and data security protocols
  • Knowledge of relevant laws, regulations, and compliance standards (to ensure programs meet legal requirements.
  • Skills in data classification and generating reports from data
  • Knowledge of legal documentation, statutes, and regulations, including the Texas Public Information Act
  • Working knowledge of research methods and techniques
  • Excellent written and oral communication skills, with a detail-oriented and flexible approach to handling multiple priorities
  • Demonstrated ability to maintain confidentiality, discretion, and to work independently with minimal supervision
  • Must be proficient in using business and communications software, preferably Microsoft Office 365 which includes Word, Excel, PowerPoint, Outlook, and Teams
  • Paralegal certification
