About The Position

The Senior Manager for Intergovernmental Policy and Regulatory Affairs for Harvard Public Affairs and Communications (HPAC) plays a crucial role in managing the University’s interactions with state and local agencies and regulatory bodies. This position is responsible for coordinating and advancing the University's priorities by working closely with colleagues across government relations and relevant internal teams. The Senior Manager will provide consultation and advice on regulatory processes and policy implications that affect the University and its operations. This role requires a deep understanding of state and municipal regulatory processes and content, as well as the ability to analyze and provide technical feedback on new or anticipated regulations, ordinances, legislation, and policies. In this position, the Senior Manager will support the University's regulatory and policy work at the state level and within Harvard's host communities, including Cambridge and Boston. The role involves monitoring and anticipating changes to state and local legislation, regulations, and policies that impact campus activities, particularly in areas such as energy, environmental concerns, transportation, planning, and operational priorities. The Senior Manager will provide timely advice and analysis to stakeholders regarding intergovernmental strategies and policy implications, fostering collaboration and awareness around key issues with relevant university partners. Additionally, the Senior Manager will establish and maintain an internal network of colleagues across campus to analyze, interpret, and translate opportunities, risks, and questions associated with proposed policies or regulatory changes. This role will also involve developing research, technical feedback, strategic plans, timelines, and related deliverables in support of defined priorities and objectives, ensuring that key milestones are communicated effectively. The Senior Manager will collaborate with colleagues across Harvard's government relations team to guide engagement, comment, and stakeholder processes when appropriate, and will represent the university in external meetings with leaders and stakeholders. The position requires performing research analysis and making recommendations for next steps to advance outcomes based on analytics and key performance metrics, as well as evaluating the effects of proposed activities or legislation and reporting on findings in collaboration with colleagues.
