Raytheon has an excellent opportunity within the Estimating & Pricing organization for a Senior Manager, Estimating & Pricing supporting ASDS SISR. This is a high visibility pricing position within an enthusiastic organization passionate about creating and supporting competitive and sole-source Cost Volume and pursuits to grow our business. This position offers visibility and requires extensive contact with Raytheon Senior Leadership and all proposal team members, subcontractors, customers in the development of Cost proposals. The position both leads a group of pricing analysts as they develop proposals for ongoing programs, Engineering Change Proposals (ECP’s) and competitive new business pursuits, as well as handling their own proposal workload. The ownership of this activity, in concert with the other proposal volume stakeholders, is key to winning new business. Activities include planning, leading and performing pricing and cost proposal development in accordance with customer requirements and current government regulations, laws and company policies. What You Will Do You will also provide training and mentoring to all levels of pricing analysts to ensure organizational capabilities are met and individual growth is accomplished. Developing relationships is critical to the success of this role, so you are committed to excellence and be detailed oriented. You will be responsible for all pricing support functions from pre-RFP activities through proposal negotiations. These activities include; forming, planning and guiding the proposal cost team, managing all cost volume development activities such as compiling cost, schedule and technical elements in accordance with the Request for Proposal (RFP) specifications. The development of complex Excel-based cost models is crucial for strategy development, Leadership Team pricing reviews and submission. Your presentation skills will be critical for successful senior management pricing reviews.

Requirements

  • Typically requires a Bachelor’s and a minimum of 10 years prior relevant experience, or an Advanced Degree in a related field and a minimum of 7 years experience
  • Experience with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), (TINA) and/or other Government Procurement regulations as they pertain to Bid/Cost proposals
  • Experience utilizing Microsoft Excel and/or other MS Office software (PowerPoint & Word)
  • The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Nice To Haves

  • Experience in proposing different contract types (CPFF, CPIF, CPAF, FFP, FPIF, FPAF, T&M, OTA) with an understanding of financial implications on program implementation of each contract type
  • Demonstrated ability to lead, manage and mentor a large team of pricing analysts
  • Experience working on competitive and sole source proposals in excess of $500 Million
  • Knowledge of the Service Contract Act (SCA) and its applications
  • Course work towards or a Master's degree in Business Administration is also desirable
  • Demonstrated ability to lead large cost teams in very dynamic environments with strong Proposal Management skills
  • Able to work both independently (self-guided) and as an integral team member in a highly dynamic work environment
  • Proven ability to conduct thorough compliance reviews on pricing and associated support documentation
  • Ability to effectively manage organizational assignments, resources, downtime, and overhead budgets
  • Excellent written and oral communication skills with demonstrated experience briefing all levels of Management
  • Demonstrated ability to think strategically while being detailed oriented
