The Raytheon Estimating and Pricing (E&P) organization has an exciting opportunity to join a talented team supporting proposal and capture efforts for the Air and Space Defense Systems (ASDS) business unit. This position will be for a direct charging employee supporting programs located onsite in Tucson, AZ. The chosen candidate will focus on managing E&P support for proposal efforts within the Air Dominance SSBU; including competitive, strategic, and International pursuits. This is a highly visible position that will require extensive collaboration with cross-functional proposal teams, subcontractors, customers, E&P senior management, and other senior business leadership. The management of these activities, in concert with the other business leaders, is vital to winning new business and growing key programs within ASDS. The successful candidate will be required to manage a portfolio of proposal activities, promote key proposal knowledge across the business, and facilitate growth and learning of all members within the assigned E&P team.

Requirements

  • Typically requires a Bachelor’s and a minimum of 10 years prior relevant experience, or an Advanced Degree in a related field and a minimum of 7 years experience.
  • Experience with Microsoft Office products ex. (Excel, PowerPoint, Word).
  • The ability to obtain and maintain a U.S. government issued security clearance is required.
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

  • Ability to contribute across a variety of functional roles and responsibilities.
  • Conceptual understanding of the IPDS and the Capture/Proposal Process (Gate Review Process).
  • Experience with government regulations related to the development and negotiation of cost proposals (FAR, DFARS, CAS, TINA) and supporting the DCAA/DCMA audit process.
  • Flexibility to support proposal activity at other local Raytheon locations, as needed.
  • Secret security clearance or higher.

Responsibilities

  • Ensure alignment with the financial objectives of program directors and program managers (proposal priorities, booking priorities, pricing strategies, etc.).
  • Develop creative strategic approaches to product pricing with an emphasis on affordability.
  • Continuously assess proposal pipeline and balance team as needed to ensure all program proposal needs are adequately supported.
  • Ensure successful development of cost rationale, tests of reasonableness, audit responses and negotiation strategy.
  • Ensure compliance with FAR and internal estimating requirements and perform management reviews.
  • Proactively communicate status, priorities and requirements with key leadership and proposal personnel.
  • Conduct performance reviews, provide guidance and other appropriate supporting duties to direct reports.
  • Ability and willingness to gain special access clearance to manage activities as appropriate.
