Raytheon’s Vision Systems and Electronic Warfare Center is seeking a talented Senior Manager, Electrical Engineering to work onsite in Goleta, CA to manage Electronic Warfare (EW) electronics product development for defense applications. The role includes managing a team of 10-15 engineers as well as participating in the leadership, design, analysis, validation, test, and support of digital, analog, and power conversion circuits for Electronic Warfare (EW) & Radar Warning Receiver (RWR) products & subsystems. Occasional travel (10-20%) may be required to other Raytheon facilities and supplier or customer sites.

Requirements

  • Experience leading program development for commercial, defense, and/or space industries to complete designs on schedule and within allocated budget.
  • Experience in any combination of the following: Digital designs for FPGA-based and mixed signal designs, using design analysis using timing analysis methods.
  • Power conversion designs for airborne and space applications; DCDC, ACDC, with verification testing, for designs ranging from 50 watts to 1500 watts.
  • Circuit development design tools: SPICE, schematic/layout design software, Matlab, ADS.
  • Experience with schematic capture, block diagrams, and parts lists for complex electronics.
  • Signal integrity and Power Integrity (SIPI) analysis via tools such as Hyperlynx simulation for SIPI.
  • Electronic products testing experience using the following: Bench power supplies, signal/waveform generators, high-speed oscilloscopes, power supply stability testers, spectrum analyzers, logic analyzers, and debugging tools
  • Technical/project oversight on projects from requirements to validation, preferably with Earned Value Management System (EVMS) experience.
  • Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) and a minimum of 10 years of prior relevant experience or an advanced degree in a related field and minimum 7 years experience.

  • Experience as a people manager with a successful track record building effective teams including hiring and personnel development, cross functional collaboration, teamwork, decision making, adaptability, morale building and effective communication.
  • Experience in all phases of the engineering lifecycle including bidding, design, implementation, delivery, EVMS or comparable earned value management system and associated engineering tracking and metrics.
  • Experience in the following areas: Digital FPGA-based circuit design (AMD, Intel, MicroChip, Lattice), as well as ADCs, DACs, and supporting digital/analog interface components.
  • Electrical design and analysis with Mentor Graphics XPedition and HyperLynx/ Hyperlynx PI, SiMetrix, LTSPICE
  • Design of CCAs with power conversion integrated circuits including high voltage/high current topologies, power inductors, power semiconductors, and supporting analog circuits.
  • Experience with RF components or specifications and creating POL supplies for RF circuitry.
  • Demonstrated skills and success in handling a fast paced and dynamic product development environment.
  • Command of the English language, and good written/verbal communication skills in English.

Responsibilities

  • People manager of a 10–15-person electrical engineering team including hiring, career development and performance management, staff planning, and employee oversight.
  • Program level leadership, technical contributor, and REA (responsible engineer authority) roles.
  • Oversight of program execution on electrical engineering projects for the team. This includes scope of work and staffing estimates for potential programs plus engineering lifecycle management oversight for existing programs.
  • Role includes EW/RWR program level bidding and proposal development.
  • Advanced digital and FPGA-based circuit designs, including high speed DAC and ADC interfaces, DDR3/4/5 interfaces, various Ethernet copper and optical interfaces, including digital to RF conversion circuitry.
  • DC/DC, AC/DC, High Speed Digital and RF power supply circuit designs, utilizing switched mode power conversion designs, and control loop stability analysis.
  • Design to applications that will have Mil-Std-461 EMI/EMC and Mil-Std 704 power quality requirements imposed.
  • Worst case circuit analysis and derating, design obsolescence, and failure investigations
