Raytheon’s Global Patriot® product line has an exciting opening for a Senior Manager, Contracts supporting customers in the Asia Pacific region. You will work with internal and external customers to provide innovative solutions and solve complex contractual and business problems that enable the procurement, production, and sustainment of your customers’ Global Patriot® fleets. In this role, you will lead the front-end assessment of business pursuits, proposal preparation, contract negotiation, contract management, and significant customer activities to provide for proper contract acquisition and fulfillment of contract requirements in accordance with company policies, legal requirements, and customer specifications. Ensuring appropriate licensing, on time delivery, and execution within contract terms will be major focus areas for this role. You will need to apply strong business acumen and subject matter expertise to understand program performance requirements, provide guidance, and influence results in support of program and financial objectives. Additionally, the Senior Manager, Contracts is required to work closely with Program Management leadership, the Office of General Counsel, and cross-functional peers in support of program gate reviews, program management reviews, business strategy sessions, proposal reviews, risk management activities, and all other contractual related matters affecting the portfolio. The successful candidate will work with both internal and external customers to ensure programs' performance, provide guidance, and influence outcomes to achieve desired results. The successful candidate should have a track record of success in Direct Commercial Sales (DCS) and experience with Foreign Military Sales (FMS) contracting including terms and conditions, Federal Acquisition Regulation /Defense Federal Acquisition Regulation Supplement (FAR/DFARS), Letter of Offer and Acceptance (LOA) process, Undefinitized Contract Actions (UCAs) and risk mitigation during a program lifecycle. The successful candidate will be expected to have the prerequisite skills and experience to represent Raytheon independently on significant transactions while having the ability to develop and maintain trusting relationships with complex customers.

Requirements

  • Typically requires a University Degree or equivalent experience and minimum 10 years prior relevant experience, or an Advanced Degree in a related field and minimum 7 years’ relevant experience
  • Experience in reviewing, analyzing and drafting commercial terms & conditions
  • Experience with administration and negotiation of Direct Commercial Sales contracts (as defined by the U.S. Department of State)
  • Experience with the U.S. Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)

Nice To Haves

  • Contract management certification (e.g. NCMA or WorldCC)
  • Strong interpersonal skills to work effectively with internal and external stakeholders, including customers and leadership teams
  • Demonstrated ability to work within a team environment and develop effective relationships with internal and external customers based on respect and trust
  • Mature judgment, proactive involvement in strategic issues and problem resolution skills
  • Experience with U.S. Army FMS contracts

Responsibilities

  • Active engagement in front-end strategic assessment of bids and proposals, to include identifying significant or unusual risks, including those in the financial, technical or schedule areas while supporting Annual Operating Plan (AOP) objectives
  • Provide strategic advice and guidance on numerous contractual rights/obligations, regulations, and policy/procedure to mitigate risks and unauthorized changes
  • Review proposals to ensure proposed solutions meet customer requirements, represent a balanced risk/opportunity posture and deliver a financially sound business case while meeting company policies and standards
  • Develop pre-negotiation objectives and implement negotiation strategy reviews as part of the proposal development process.
  • Negotiate directly with foreign and domestic customers and develop trusting relationships internally and externally
  • Coach, mentor, and strategically lead junior colleagues to continuously improve the overall quality, capability, and bench strength of the contract's organization
  • 10% international travel to Asia/Pacific (specifically Japan) anticipated; some domestic travel may be required
