The Senior Inspector is distinguished from the Maintenance Inspector job through responsibility for the most complex construction projects and for developing new procedures and processes for new or unique situations.

Requirements

  • Knowledge of State and County construction standards and construction specifications related to roadway construction and maintenance and County rights-of-ways.
  • Knowledge of the rules and regulations within the Manual on Uniform Traffic Control Devices (MUTCD).
  • Ability to read, interpret, and evaluate blueprints or plans and profile sheets relating to construction and repair.
  • Ability to perform engineering evaluation of work with limited review by other professional engineers.
  • Ability to operate tools and equipment associated with road inspections.
  • Ability to operate standard office equipment and a variety of computer systems and applications.
  • Ability to direct and coordinate the work of technical and support staff.
  • Ability to communicate effectively, both orally and in writing.
  • High School Diploma or GED equivalent
  • 5+ years of experience in public works construction
  • Any equivalent combination of education and work experience that satisfy the requirements of the job will be considered.
  • Must successfully pass pre-employment testing which includes an acceptable motor vehicle record (MVR) and background check.
  • Possession of a valid Class “R” Colorado Driver’s License or the ability to obtain one within two weeks of appointment.

Responsibilities

  • Independently performs inspections on complex projects and unique construction situations. Helps establish new maintenance procedures. Assists in asset condition assessments to include the collection of inventory, establishing maintenance objectives, current condition, and recommends repair procedures.
  • Provides day-to-day technical expertise to the Maintenance Inspection team. This includes answering technical questions and being the first point of contact to provide support to team members on standards, specifications, and how to handle a variety of both routine and complex assignments.
  • Provides input to the Inspector Supervisor on the quality of inspections of Inspection team members, promptly reporting any areas of concern to the supervisor.
  • Defines and documents inspection criteria all routine inspections of the Inspection group; reviews and revises the criteria as required.
  • Assists in training and helps to onboard new team members and provides a variety of on-site technical training to the Inspection team.
  • Acts as project construction engineer on standardized projects such as road and drainage replacement and extensions, retaining walls, curb and gutter projects, drainage structures, bridge inspection and repair, and street widening projects.
  • Plans, coordinates, and inspects Public Works projects, such as streets, bridges, drainage, and other maintenance projects and installations to ensure compliance with County construction standards.
  • Reviews and inspects materials, grades, and other work for compliance with standard and special specifications, details, plans, and standard construction practices and takes samples for various materials tests as required. Reviews and evaluates test data to ensure compliance with adopted standards. Develops recommended remedial actions based on findings.
  • Coordinates the scope of work for assigned projects, providing direction and clarity to contractors and outside consultants by participating in preliminary project design review and review of traffic control plans. Conducts pre-construction meetings and coordinates final acceptance procedure, walk-through, and letters.
  • Reviews pay apps from contractors and consultants. Assists and conducts project progress meetings and project conferences. Provides necessary feedback, proposed updates, quantities, additions, deletions, and change orders to contractors. Reviews project schedules and resolves conflicts.
  • Conducts inspections of road construction, including pre-paving road tests of sub-grade/ base course and paving operations.
  • Accepts, rejects or requires modification to contracted and in-house crew work as necessary. Negotiates cost for additional work when necessary or desirable.
  • Conducts inspection of Grading, Erosion and Sediment Control (GESC) Best Management Practices (BMPs) associated with construction projects.
  • Conducts facility acceptance process for developer/contractor constructed public works improvements. Responsible for timely response to all correspondence and telephone calls, scheduling and conducting acceptance inspections, developing and communicating facility deficiencies, monitoring developer compliance to timely repair criteria, and granting acceptance.
  • Assists in the development of maintenance programs such as concrete and asphalt maintenance. Assists in determining the extent of work necessary for each program to include bid items and quantities for each program. Helps decide minor design changes.
