About The Position

The West Virginia Department of Transportation (WVDOT) is seeking a highly skilled Senior Mainframe Application Analyst to join our team on a temporary contract basis. In this critical role, you will support legacy mainframe systems essential to WVDOT’s operations. You will lead complex analysis, design, and development efforts while collaborating with project managers, business analysts, database administrators, and policy staff.

Requirements

• Bachelor’s degree in Computer Science or a related field from an accredited institution, OR Minimum of five (5) years of equivalent work experience as a direct substitution for the Bachelor’s degree
• Minimum of five (5) years of mainframe application development experience using COBOL, CICS, and JCL
• Minimum of five (5) years of relational database experience
• Minimum of five (5) years of analysis and design experience
• Minimum of three (3) years of experience as a lead analyst or in a senior analyst role
• Excellent verbal communication skills to interact with diverse stakeholdersExcellent verbal and written communication skills, with demonstrated ability to work with project managers, business analysts, DBAs, application analysts, and business policy staff.

Nice To Haves

• Experience in transportation or government IT environments.
• Familiarity with change management and documentation standards in a public sector setting

Responsibilities

• Lead the analysis, design, and development of mainframe applications using COBOL, CICS, and JCL.
• Work with relational databases to support data integrity, performance, and reporting needs.
• Serve as a senior/lead analyst, guiding technical direction and mentoring other analysts as needed.
• Collaborate with cross-functional stakeholders—including business policy staff and technical teams—to translate business requirements into technical solutions.
• Troubleshoot and optimize existing mainframe applications to ensure high availability and performance for WVDOT systems.
• Produce clear technical documentation and communicate effectively with both technical and non-technical audiences.
