About The Position

Under the direction of the Child Care Regulation (CCR) Deputy Associate Commissioner for Program Operations, in the Regulatory Services Division (RSD), of the Texas Health and Human Services Commission (HHSC), the Senior Legislative and Project Coordinator, Program Specialist VII performs highly advanced (senior-level) consultative services and technical assistance. Work involves planning, developing, coordinating, tracking and implementing major CCR Program Operations projects and providing consultative oversight and project technical assistance to CCR staff, other agencies of HHSC leadership, community organizations, and the public. The Program Specialist VII leads and assists with organization of systems to ensure the CCR DAC success in daily work, projects, initiatives, and presentations. This position will provide direct support to tasks completed by the CCR DAC including and not limited to process improvements for the CCR team. This position will lead efforts planning, coordinating, tracking, and implementing legislation session, major program initiatives, and other high-priority projects for CCR. Work involves project management developing project schedules, monitoring the progress of project activities, leading meetings and workgroups, identifying and resolving challenges to completing initiatives, responding to inquiries, and training staff. This position will work closely with all CCR and RSD staff and is responsible for building strong collaborative relationships with other HHSC programs. This position works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Requirements

  • Knowledge of state and federal laws, regulations, policies, rules, and requirements affecting operations of the Regulatory Services Division.

  • Knowledge of the Texas legislature and rule making process.
  • Skilled in ability to effectively manage competing priorities.
  • Skilled in organizational systems and/or tracking systems for successful project outcomes.

  • Graduation from an accredited four-year college or university. Experience interpreting and implementing state or federal law may be substituted for education on a year for year basis.
  • Experience leading and tracking major projects and initiatives.

Nice To Haves

  • Experience with the HHSC legislative process, including developing bill analysis and cost estimates is preferred but not required.
  • Experience implementing legislation is preferred but not required.

Responsibilities

  • Oversees and ensures timely responses to all requests by legislators (state and federal) and other public officials and coordinates all legislative activity during session including tracking bills, developing bill analyses, and associated cost impacts and/or assigning to subject matter experts with oversight responsibilities for final products.
  • Provides oversight for tracking and monitoring progress in implementing legislation and leads coordination of CCR bill implementation.
  • Facilitates the analysis of bills that impact CCR through the legislative tracking system.
  • Leads and tracks the progress of multiple initiatives, ensures project accountability, and coordinates the planning of legislative, rule, and operational projects.
  • Assists in the success of CCR goals and objectives while assisting with coordinating and overseeing transformation activities, including process improvements, for CCR.
  • Develops and implements effective change techniques for evaluating agency programs, identifying the need for new programs and/or change to existing programs, and provides guidance to staff in the development and implementation of new methods and procedures.
  • Reports and presents information related to program initiatives and process improvements to various levels of leadership.
  • Provides clear written and verbal communication to all CCR staff as needed on behalf of the CCR DAC.
  • Develops schedules related to projects, monitors project activities, leads and/or participates in workgroups for CCR.
  • Creates and updates tracking logs for projects related to CCR and communicates project status.
  • The Senior Project Coordinator identifies and resolves challenges to completing initiatives while maintaining ongoing clear communication with the CCR DAC.
  • Performs related work as assigned which may include but is not limited to actively participating and/or serving in a supportive role to the CCR DAC.
  • Works closely with all CCR teams to establish priorities, standards, and measurement tools for determining CCR’s progress in meeting goals, coordinating, and evaluating program activities and/or business functions.
