The Senior LAN Analyst supports the technology operations of the City of Dover Police Department. This position is responsible for PC hardware and software, networking hardware, servers, mobile and portable devices, related equipment of responsibility such as cameras and communications equipment, and user support functions. This position also works independently, reporting major activities either through periodic meetings or real-time phone communication. Decision-making is a significant part of the job, affecting a large segment of the organization, the City and the public. This position will work in a dynamic environment, is responsible to assist in developing policy and practices as well as managing critical events unique to the public safety mission. This position will also supervise any assigned LAN Analyst or similar staff.

  • Supervise LAN Analysts and assigns their work.
  • Configures, programs, and maintains computer network equipment including but not limited to, switches, routers, firewalls, PCs, servers, VOIP telephone system, printers, and wireless networks.
  • Manages the annual implementation of the PC and Printer Lifecycle Policy.
  • Supervise the set up and configuration of PC's and software; troubleshoots and perform repairs on hardware and software as required; plans for system improvements.
  • In area of responsibility, develop data backup and recovery plan and restore damaged or deleted data as needed; perform data backup on a daily basis and administers virus protection software to prevent loss of data.
  • Plans, schedules, installs, and trains users on data and telephone system upgrades.
  • Provides training and support for computer users; develops procedural manuals as directed.
  • Checks status of network and backup; evaluates network performance; performs network/domain maintenance such as moves, add-ons, changes, or permissions; maintains reliable backup data.
  • Establishes and maintains network security, both internal and external.
  • Coordinates with DELJIS and DTI to ensure the internal network meets all security requirements set forth by the State of Delaware.
  • Creates database queries to retrieve & present data in organized & meaningful reports to meet criteria provided by the requestor of the report.
  • Research recommends, and bids computer-related equipment and software.
  • Research and apply for grants related to computer systems.
  • Recommend policy changes regarding computer usage and procedures.
  • Documents network changes/maintenance; gathers and maintains information/data to support periodic and special reports documenting activities for areas of responsibility.
  • Attends staff and other professional meetings to exchange information; attends in-service training and technical or professional classes, seminars, or conferences to improve technical or professional skills.
  • Ability to work outside normal work hours.
  • Configures and maintains the storage for digital evidence generated by the in-house interview room system and in-car camera systems.
  • Installs and maintains the mobile/in-car computer systems.
  • Troubleshoot issues with the in-car camera systems.
  • Develops and maintains a Business Continuity/Disaster Recovery (BC/DR) Plan for the Dover Police Department.
  • Coordinates with City Camera system vendor to maintain and upgrade the system used in the City of Dover.
  • Installs and maintains the digital forensics systems related to cell phone evidence collection.
  • Assists police as needed with the recovery of digital evidence from various camera systems to include city-owned devices and privately owned devices with appropriate authorization.
  • Coordinates with the Evidence unit to maintain the Body Worn Camera devices.
  • Coordinates with vendors to maintain the 911 phone and radio systems.
  • Proposes the yearly budget for the Dover Police Department Administrative Division's technology budget.
  • Performs other related duties as assigned.
  • Bachelors degree in computer science, computer programming, network administration, or a closely related field.
  • Five (5) years of related experience.
  • Must be able to obtain security clearance for entrance into the Dover Police Department.
  • Familiar with management of Active Directory, hybrid Azure environments, and Office 365, and experience with Cisco Network.
  • Familiar with mobile data terminals, body-worn cameras and related technology, digital evidence management and storage, emergency dispatch technologies and SQL database management.
  • A+/Network+ certification preferred.
