About The Position

The Senior Labor Compliance Specialist serves as a regional labor compliance lead and people supervisor, providing advanced compliance oversight for complex, regulated construction projects while directly supervising and developing a team of Labor Compliance Specialists. This role functions as the primary escalation resource, subject matter expert, and accountability owner for labor compliance performance within an assigned geographic region. The Senior Specialist operates with a high degree of autonomy and professional judgment and is responsible for ensuring consistent execution of labor compliance standards, audit readiness, and regulatory adherence across all assigned projects and personnel. This role can be hybrid, with regular in-office presence in San Diego, CA or fully remote. Specific location details and expectations will be discussed during the interview process. Requirements

  • Minimum of 5+ years of progressively responsible experience in labor compliance on state- and/or federally funded construction projects, including exposure to complex, multi-project environments.
  • Demonstrated experience serving in a lead, senior, or supervisory capacity, with responsibility for guiding, mentoring, and overseeing the work of other compliance professionals.
  • Advanced, working knowledge of California labor laws and regulations, including DIR requirements, prevailing wage enforcement, apprenticeship standards, skilled and trained workforce mandates, and public works compliance.
  • Proven expertise in prevailing wage enforcement, certified payroll auditing, risk assessment, and labor compliance investigations, including resolution of findings and corrective action implementation.
  • Experience managing compliance activities across multiple projects, contractors, and geographic regions, with accountability for outcomes and deadlines.
  • Strong people leadership skills, including the ability to coach, develop, motivate, and hold team members accountable while fostering a collaborative and respectful work environment.
  • Demonstrated ability to prioritize, delegate, and balance workloads across a team in a deadline-driven environment.
  • Ability to serve as a primary escalation point, exercising sound judgment in evaluating risk, resolving issues, and determining when to escalate matters to senior leadership.
  • Experience delivering training, knowledge-sharing, and process guidance to internal teams, subcontractors, and external stakeholders.
  • Strong stakeholder management and influence skills, with the ability to communicate compliance requirements clearly to project teams, union representatives, contractors, clients, and auditors.
  • High level of professional judgment, discretion, and integrity when handling sensitive compliance, audit, and regulatory matters.
  • Associate’s degree in a related field or equivalent combination of relevant professional experience, training, and demonstrated labor compliance expertise.
  • High proficiency with labor compliance and payroll monitoring systems (e.g., LCPtracker) and strong working knowledge of Microsoft Office and collaboration tools.
  • Excellent analytical, organizational, and problem-solving skills, with the ability to assess risk, identify trends, and implement corrective actions.
  • Strong written and verbal communication skills, including professional correspondence, audit responses, and leadership-level reporting.
  • Ability to manage competing priorities, meet deadlines, and operate effectively in a fast-paced, high-accountability construction environment.
  • Ability and willingness to travel on a flexible schedule as business needs require.

Responsibilities

  • Compliance Leadership & Regional Oversight Provide overall labor compliance leadership for an assigned geographic region, overseeing compliance activities across multiple active projects and contractors.
  • Independently manage complex labor compliance obligations for internal self-perform work and multi-tier subcontractors.
  • Review, analyze, and audit Certified Payroll Reports (CPRs) and supporting documentation to ensure compliance with federal, state, and local labor laws.
  • Interpret and apply complex labor compliance requirements, including prevailing wage determinations, fringe benefit compliance, apprenticeship utilization, skilled and trained workforce mandates, and Project Labor Agreements (PLA), Tri-Trade, and Two-Trade Agreements.
  • Conduct proactive compliance audits and risk assessments to identify, mitigate, and resolve potential findings, underpayments, or reporting deficiencies.
  • Serve as the primary point of contact for client, third-party, and government audits, reviews, and inquiries, preparing documentation and responding to findings in coordination with senior leadership.
  • Monitor regulatory changes and provide expert guidance on evolving labor compliance laws, wage determinations, and enforcement trends, with a focus on California public works requirements.
  • People Leadership & Development Directly supervise, mentor, and develop a team of assigned Labor Compliance Specialists, ensuring consistent application of policies, procedures, and compliance standards.
  • Serve as the first escalation point and technical resource for Labor Compliance Specialists, providing guidance, troubleshooting support, and resolution prior to escalation to the Labor Compliance Manager.
  • Lead onboarding, training, and ongoing professional development for assigned specialists, including facilitation of quarterly labor compliance trainings.
  • Conduct regular one-on-one meetings with assigned specialists to review workload, compliance status, audit readiness, and adherence to established processes.
  • Maintain accountability for individual and team performance, addressing issues proactively and reinforcing expectations with respect, clarity, and consistency.
  • Maintain overall visibility into the status of assigned projects, specialist workloads, and third-party audits to ensure deadlines and compliance requirements are met.
  • Cross-Functional Collaboration & Reporting Review public and private contracts for labor compliance requirements and collaborate with project teams, legal, payroll, and external stakeholders to implement compliant monitoring and reporting strategies.
  • Issue formal requests for missing, corrected, or revised documentation and work directly with contractor representatives to resolve compliance issues.
  • Utilize labor compliance systems (e.g., LCPtracker and similar platforms) to review, approve, and manage certified payroll submissions and compliance documentation.
  • Ensure timely and accurate submission of labor compliance records to clients and agencies in accordance with contractual and regulatory deadlines.
  • Maintain organized, audit-ready documentation and ensure shared compliance tracking tools and SharePoint repositories are consistently updated.
  • Escalate high-risk issues to the Labor Compliance Manager and provide recommended solutions and corrective action plans.
  • Build and maintain strong working relationships with project teams, contractors, unions, clients, and third-party auditors.
  • Perform other related compliance and leadership duties as assigned.
