The North Carolina Department of Revenue, Information Technology Systems Development & Support Division has an opening for an experienced Applications Specialist (Applications Systems Specialist) who is seeking employment in a challenging and dynamic environment. The Java and Middleware Applications Group provides coding and production support for internal and customer facing web applications including eServices, Online Filing and Payments, Online Business Registration, Modernized eFile, and related middleware applications. Work involves planning, application programming and development, maintenance and support, application monitoring, and incident response. Group members partner with business and technical staff, participate in related application development projects, lead technical projects and initiatives, serve as technical subject matter experts, and ensure that customer needs are met through reliable systems.

 This position will provide analysis, programming, testing, implementation, and ongoing production operational support for Agency customer facing applications including eServices, Online Business Registration, Modernized eFile, loading Modernized eFile data to a relational database, Application to Application gateway and related Java applications.
Â
 A successful candidate for this position must have demonstrated experience with: Java, Application to Application gateway, Modernized eFile (MeF), Relational Database (DB2, Oracle, SQL Server), Eclipse, understands IRS1075 compliance issues, documentation skills, and ability to learn emerging technologies.Â

This position is required to work within an on-call rotation supporting critical taxpayer-facing applications.
Â
* Demonstrated analytical skills and ability to develop and configure software applications and tools to solve complex problems
* Demonstrated experience with Java, Modernized eFile (MeF), Application-to-Application gateway and loading data into a relational database.Â
* Hands-on knowledge and experience with at least one computer platform and knowledge of a broad range of programming languages
* Knowledge of and experience with: Java, and relational database management
* Knowledge of Systems Development Life Cycle methodologies and the tools and techniques used in all phasesÂ
Management Preferences:Â
 ⢠Knowledge of best practices utilizing middleware tools
 ⢠ITIL Certification
 ⢠Knowledge of Agile Project Management
 ⢠Knowledge of and experience with: Java, Application to Application gateway, Modernized eFile, Relational Database (DB2, Oracle, SQL Server), Eclipse or similar products
 ⢠Experience with XML and HTML/JavaScript, Object Modeling/UML, Servlets, Database Scripting, Batch Shell Scripting
 ⢠Experience with DevOps or DevSecOps

Bachelor's degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and two years of experience in business application consulting or development; or Associate degree in computer science or an IT related field from an appropriately accredited institution and three years of experience in application consulting or development; or High School or General Educational Development (GED) diploma and six years of experience in business application consulting or development; or an equivalent combination of education and experience.
