About The Position

ICF is seeking a team-oriented Senior IT Purchasing Specialist (Buyer) to join their growing Procurement team within the Contracts, Procurement & Pricing Group. This role focuses on IT procurement, including software, hardware, services, and negotiation of various agreements (subscription, master services, SaaS, EULAs), primarily supporting federal and commercial client contracts, preferably in a professional services environment. The specialist will execute procurement processes and administer vendor agreements, ensuring adherence to approved purchasing system policies, procedures, client requirements, and procurement best practices. The ideal candidate will have strong communication skills, a robust work ethic, and thrive in a fast-paced, deadline-driven environment. Requirements

  • Associate's degree in supply chain management, business administration, finance, accounting, or a related field (can substitute one year of experience for one year of education).
  • 5+ years of experience procuring goods and services in a Procurement role such as Purchasing or Subcontract Management; including but not limited to IT software, hardware and IT-related services experience.
  • Professionalism in providing administrative support, including ability to exercise good judgment, discretion, tact, and diplomacy.
  • A self-starter, capable of working well independently and remain self-motivated.
  • Exemplary attention to detail and research skills; ability to think critically.
  • Sound business ethics, including the protection of proprietary and confidential information.
  • Ability to apply detailed knowledge of organizational procedures to make independent decisions and serve as a credible resource for a senior management team.
  • Ability to work with all levels of internal staff, as well as outside clients and vendors.
  • Bring a customer service approach to issue resolution.
  • Strong interpersonal and communication skills (both written and verbal) to work effectively with others within the team and collaborate cross-functionally.
  • Ability to work in a fast-paced environment and manage multiple priorities.

Responsibilities

  • Execute the entire IT software, hardware, services procurement process for direct (billable) and indirect requirements to fulfill business needs while ensuring adherence to approved purchasing system policy and procedures.
  • Maintain knowledge of all organizational and government rules affecting purchases and provide information about these rules to organization staff members and vendors.
  • Assist in preparing formal requests for quote or proposal; review specifications and evaluate bids received.
  • Conduct supplier contract negotiation and administration; supplier sourcing and communication; and drive cost savings for ICF and our clients.
  • Communicate with stakeholders across the organization to ensure customer and program requirements are met through the procurement process.
  • Responsible for vendor development including communication with sales representatives; updating and maintaining lists of approved vendors for bidding purposes; obtaining samples and literature regarding potential products and vendor capabilities and conferring with end users.
  • Additional duties include analysis of pricing, specifications, and delivery dates in order to determine the best bid among potential suppliers.
  • Ensure Purchase Orders, Master Service Agreements, Commercial Services Agreements, Task Orders, and appropriate Terms and Conditions are utilized.
  • Provide effective negotiation of pricing as well as terms of Purchase Orders and other agreements with prospective vendors and suppliers.
