About The Position

Enterprise Information Services (EIS) is a state government-wide information technology (IT) organization led by Oregon’s State Chief Information Officer (CIO). The Project Portfolio Performance team is key in implementing and using the IT Governance Framework which includes oversight and portfolio management of all major IT investments. Requirements

  • Eight years of progressively responsible operational management experience in a public or private organization which included responsibility for each of the following: a) development and implementation of program rules, policies and procedures, b) development and implementation of long- and short-range goals and plans, c) on-going program evaluation, d) governance process, including adherence to industries standards, project portfolio management with responsibility of large-scale technology implementations and, e) budget preparation related to the skills listed below.
  • Note: A Bachelor Degree in Business Administration, Public Administration, or Technology Management may substitute for three years of the required experience.

Nice To Haves

  • Experience planning, implementing, and/ or reviewing large information technology projects utilizing outstanding leadership and communication skills to build and sustain a shared services program that draws its resources from vendors, state and local agencies.
  • Knowledge and experience of industry core practices including project management, business analysis, change control management procedures, CoBIT, Capability Maturity Model, ITIL, and systems implementation, Software Development Life Cycle (SDLC) methodology.
  • Experience leading groups with diverse backgrounds and competing interests to consensus and actionable plans
  • Proficiency using a personal computer and various software including Microsoft suite, i.e. Word, Project, Teams, Excel, Outlook, Visio, SharePoint, and PowerPoint.
  • Knowledge of government processes, including procurement and budget.
  • Strong critical and strategic thinking skills
  • Strong communication, public speaking, presentation, writing and editing skills.
  • Proven ability and skill to clearly explain complex/technical concepts in terms that are understandable for technical and non-technical audiences.
  • PMI PMP-Project Management Professional or equivalent certification.
