About The Position

The Attorney General is the chief legal officer of the State of Maryland. The Office of the Attorney General (OAG) has the general charge, supervision, and direction of the State’s legal business, acting as legal advisors and representatives of the major agencies, various boards, commissions, officials, and institutions of State Government. The OAG also protects the public by civil enforcement of antitrust, civil rights, consumer protection, and securities laws and regulations and by the prosecution of organized crime, Medicaid fraud, environmental crimes, insurance fraud, state tax evasion, and other statutorily assigned matters. As Maryland’s 47th Attorney General, Anthony G. Brown leads the Office with a critical focus on equity, justice, and fairness. The OAG is seeking a skilled and service-oriented Senior Human Resources Generalist to join its Human Resources Division to provide advanced-level HR support across multiple functional areas. This position plays a key role in ensuring consistent application of HR policies and contributes to the operations of the division. The Human Resources Division is staffed by eight people and is structured into three core units: Talent Acquisition, Employee Relations, and HR Operations. The Senior HR Generalist will work collaboratively across all units, with a primary focus on supporting talent acquisition, while also contributing to onboarding, orientation, and employee relations activities. This position requires strong interpersonal skills, attention to detail, and the ability to manage multiple priorities in a fast-paced environment.

Requirements

  • Eight years of experience, four years of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation, job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation and an additional four years of professional experience in HR management work in the areas of recruitment and selection, classification, salary administration, employee relations, test development and validation or as a generalist.
  • Excellent communication, organizational, and customer service skills.
  • Ability to work collaboratively across teams and manage multiple priorities with discretion and professionalism.

Responsibilities

  • Talent Acquisition Support: Assist with vacancy announcements, applicant screening, reference checks, and candidate communications. Support outreach and sourcing efforts to attract diverse and qualified candidates. Maintain recruitment documentation and ensure compliance with hiring policies and procedures.
  • Employee Relations: Contribute to employee engagement initiatives and support a positive workplace culture. Complete exit interviews and provide offboarding support. Conduct employee relations investigations and support resolution strategies. Draft personnel recommendations and ensure compliance with SPP law and COMAR. Provide guidance on leave programs including FMLA, ADA, and workers’ compensation.
  • Generalist Support: Provide subject matter expertise across all HR functions. Participate in cross-functional initiatives. Coordinate and facilitate new hire onboarding and orientation sessions for new hires. Ensure timely completion of new hire paperwork and system entries. Serve as a point of contact for new employees during the onboarding process. Assist with ensuring compliance with federal, state, and local employment laws. Support audits, reporting, and policy interpretation as needed.
