About The Position

The City of Tigard is seeking a Senior Human Resources Business Partner to join its HR team. This role involves cultivating partnerships and providing exceptional customer service to City employees while supporting City initiatives and objectives. The position requires strong time management skills, exceptional written and verbal communication skills, and experience in HR data analysis. The Senior HR Business Partner will supervise other HR employees and programs in a union environment, reporting directly to the HR Director. Responsibilities include overseeing HR operations, leading effective HR initiatives, and ensuring compliance with organizational processes and policies.

Requirements

  • Equivalent to graduation from an accredited four-year college or university with major coursework in business or public administration, human resources, or a related field.
  • Five (5) years of human resources generalist experience in designing, developing, and implementing human resources programs, including some lead or supervisory experience.

  • 2+ years leading an HR function and team.
  • 2+ years of professional experience in employee/labor relations, HR data analytics, HR operations, and HRIS administration.
  • Strong analytical and problem-solving skills.
  • Experience working in a union environment or public sector.

Responsibilities

  • Serve as a supervisor and leader reporting to the HR Director.
  • Provide strategic recommendations in support of operational efficiencies and compliance.
  • Utilize HR best practices to ensure legally compliant, fair, and timely resolutions.
  • Act as a trusted advisor for HR-related topics and best practices.
  • Exhibit a comprehensive understanding of Title VII, EEOC, BOLI, DOL, and Leave Act processes, requirements, and compliance.
  • Review, attend, and participate in employee discussions, disciplinary meetings, and terminations.
  • Partner with City departments to communicate and provide guidance on various HR policies, procedures, laws, standards, and other government regulations.
  • Analyze trends and metrics in partnership with the HR team to develop solutions, programs, and policies.
  • Provide day-to-day performance management guidance to supervisors and managers including coaching, counseling, and career development.
  • Work closely with supervisors and managers to improve work relationships, build morale, and increase productivity, positivity, and retention.
  • Provide Collective Bargaining Agreement guidance.
  • Identify training needs for business units and individual executive coaching needs.
  • Participate in evaluation and monitoring of training programs.
