About The Position

Our mission... To equitably protect and empower consumers and workers while maintaining a predictable yet innovative regulatory environment for the businesses we regulate. The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombuds to help consumers, injured workers, and businesses. This position is with the Director's Office. The Director's Office provides DCBS with overall leadership. The director and deputy director provide general supervision over DCBS programs and divisions, as well as policy direction for the department. Included in the Director's Office are: Legislative Director, External Affairs Director, Change Management and Process Improvement Director, Internal Auditor, Communications Services Section, Employee Services Section, Ombuds for Oregon Workers, and Small Business Ombuds. This is a management service position and is not represented by a union.

Requirements

  • A bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, or Industrial Relations; and three years of Human Resource professional-level experience related to the position OR Valid certification as a Professional in Human Resource awarded by the Human Resource Certification Institute and four years Human Resource professional-level experience related to the position OR Six years Human Resource experience related to the position. Four of the six years must have been at the professional-level.
  • A master's degree in any of the above listed courses of study may substitute for one year of professional-level experience.
  • The State Certified Human Resources Professional (SCHRP) certification, awarded by the Oregon Chief Human Resources Office, substitutes for six months of human resource professional-level experience.
  • Valid Certification as a SHRM Certified Professional awarded by a nationally recognized organization, substitutes for one year of human resource professional-level experience.

  • Experience reviewing and interpreting rules, policies, and regulations relevant to personnel procedures and providing guidance to employees in human resource matters and appropriate course of action.
  • Ability to investigate an issue to find the cause, document findings and make recommendations on findings while staying impartial and maintaining confidentiality.
  • Skills in facilitating meetings and making presentations to groups.
  • Demonstrated awareness of racial and social justice, including the ability to positively influence equity, diversity, and inclusion in the workplace.
  • Ability to establish a strong rapport and professional credibility with individuals, and provide objective coaching and guidance to employees and managers on complex and emotional issues.

Responsibilities

  • Consult and collaborate with agency employees, union stewards and representatives, managers and supervisors, and other relevant parties to explore and solve difficult workforce issues with broad potential impact.
  • Advise managers about the interpretation and application of federal and state personnel laws, rules, policies and procedures, the collection bargaining agreement, and best practices.
  • Investigate and gather information for response to grievances and complaints alleging discrimination, harassment, or failure to make accommodations, and prepare written reports of findings.
  • Assure compliance with the contract.
  • Coordinate and conduct investigations regarding workforce management issues and concerns, e.g., misconduct, policy violations, or other related workforce issues.
  • Investigate allegations of discrimination, harassment of other unlawful employment practices.
