About The Position

We are seeking an experienced Senior Healthcare Analyst to provide full-time support to the Health Resources and Services Administration (HRSA) Federal Tort Claims Act (FTCA) Program. The FTCA Program extends medical malpractice liability protection to Health Center Program grantees, look-alike organizations, and their employees and contractors — requiring rigorous credentialing, quality assurance, and compliance oversight to reduce federal liability risk. In this role, you will deliver high-level analytical, policy, and programmatic support while working closely with senior project managers, subject matter experts, and client stakeholders to ensure effective planning, execution, and reporting of project deliverables. Requirements

  • A minimum of five (5) years of progressively responsible professional experience in one or more of the following areas: Federal or state health policy development, analysis, or program management
  • Clinical practice in a Federally Qualified Health Center (FQHC), community health center, or safety-net setting
  • Healthcare risk management, medical malpractice claims, or healthcare compliance
  • Demonstrated experience researching, drafting, or interpreting federal statutes, regulations, or program guidance.
  • Experience engaging with federal grantees, health systems, or clinical organizations in a technical assistance or advisory capacity.
  • Bachelor’s degree in health policy, public health, health administration, nursing, or a closely related field is required
  • U.S. Citizenship
  • Ability to obtain and maintain HRSA-provided access (HRSA email, ALT accounts, PIV card, etc.).

Nice To Haves

  • Working knowledge of the HRSA Health Center Program, Section 330 of the Public Health Service Act, or the FTCA Program is a plus but not mandatory.
  • Ability to translate complex legal, regulatory, or clinical concepts into clear written guidance and oral communications for diverse audiences.
  • Strong analytical and problem-solving skills, with the ability to synthesize information from multiple sources to inform policy positions.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint); experience with data analysis tools or grants management systems is a plus.
  • A master’s degree (MPH, MHA, MPP, MSN, or equivalent) is strongly preferred.

Responsibilities

  • Support the research, drafting, and revision of FTCA program policies, procedures, and guidance documents in collaboration with HRSA program and legal staff
  • Analyze proposed and final federal regulations, legislation, and administrative guidance (including HHS, CMS, and OIG issuances) for their implications on the FTCA program and covered health centers.
  • Develop policy briefs, issue papers, and white papers to inform senior leadership decision-making on complex FTCA program matters.
  • Monitor trends in federal malpractice law, scope-of-practice legislation, and health center operational models to anticipate policy gaps and emerging risks.
  • Support the FTCA deeming process by reviewing health center applications, risk management protocols, and credentialing documentation for completeness and compliance with program requirements.
  • Conduct rapid assessments of FTCA technical assistance and deeming processes, identifying gaps in daily operations, compliance, and oversight functions.
  • Serve as a technical resource for grantees navigating FTCA coverage questions, scope determinations, and claims-related inquiries.
  • Assist in developing and refining risk management benchmarks, including review of quality improvement plans, credentialing standards, and privileging criteria submitted by health centers.
  • Prepare and deliver presentations, webinars, and training materials for grantee audiences on FTCA policy updates, program requirements, and general healthcare topics
  • Represent the FTCA program in interagency workgroups, advisory committees, and external stakeholder convenings as assigned.
  • Analyze FTCA deeming related sessions and program metrics to identify patterns, compliance gaps, and opportunities for policy improvement.
  • Contribute to the preparation of program evaluations, and performance measurement frameworks related to the FTCA program.
