About The Position

Milliman’s CMH Health Practice is seeking a Senior Health Policy Consultant with strong Medicaid expertise and experience to support the growth and continued profitability of the Practice. We are looking for someone who can serve as a subject matter expert, build a policy team, and lead the overall success of client relationships. Within a project team, consultants, managers, and analysts coordinate their efforts to deliver client reports and deliverables. Consultants are responsible for building relationships with clients, directing projects, and presenting results. Project managers work directly with analysts by reviewing work, answering questions, and developing client correspondence. Analysts are responsible for the majority of the technical work, which may include analyzing data, completing actuarial calculations, developing and utilizing actuarial models, and implementing software solutions. Requirements

  • Individual(s) must be legally authorized to work in the United States without the need for immigration support or sponsorship from Milliman now or in the future.
  • Bachelor’s degree required; graduate degree in health policy or law degree preferred
  • 15+ years of health experience and broad understanding of health policy
  • Experience building a team and a block of business in a consulting environment
  • Able to achieve Milliman Signature Authority within 18 months
  • Basic proficiency in Microsoft Excel, Microsoft Word, and Power Point

Responsibilities

  • Understand Medicaid client needs and problems, project implications, and potential solutions, and communicate understanding of these issues to effectively facilitate client action
  • Design and outline proposals to help existing and prospective Medicaid clients meet their health policy objectives, effectively communicate approaches, and refine them, as appropriate, based on discussions with clients
  • As proposals are won and work needs require, recruit and manage additional staff with appropriate levels of experience and skill
  • Develop recommendations and propose solutions to client issues, including preparing and presenting reports summarizing results, describing analyses and methods, and discussing limitations
  • Build and sustain strong relationships with clients and become a trusted advisor to clients’ senior leadership team
  • Manage annual net client charges of at least 1,700 times the Senior Consultant hourly billing rate, part of which is self-developed
  • Effectively manage project staff, budgets, deadlines, and billing (charge off ratio less than 5% of gross charges on client work)
  • Provide internal and external insight and guidance regarding health policy analysis and proposals
  • Review work product developed by project teams and prepare/approve final client communications
  • Understand financial models, healthcare data, and other pertinent information supporting policy and analytical results
  • Delegate and teach effectively; perform less than 10% of the technical work on a project
  • Provide effective peer review of colleagues’ work product
  • Assure compliance with the firm and practice quality standards and other applicable policies
  • Delegate technical project work to less experienced staff while providing strategic and technical guidance and feedback throughout the project
  • Facilitate staff development through knowledge and idea sharing
  • Develop staff by providing timely project feedback on every project
  • Support the Development of New Sales Revenue (at least 200 hours annually)
  • Support the development of new clients and health policy projects through marketing and networking activities
  • Expand existing client relationships into new markets or lines of business
  • Participate on multiple market segment committees
  • Complete at least two activities per year to promote the Milliman Brand externally (speaking, articles, etc.)
  • Support the General Management of the Practice
  • Spend at least 50 hours annually on general management activities (recruiting, serving on committees, supervising, quality, administration, etc.)
  • Contribute to Milliman Research (Spend at least 100 hours per year on non-billable health policy research)
  • Meet or exceed annual client billable hour expectations (1,200 hours)
