About The Position

The primary purpose of this position under general supervision, to perform professional graphic arts and design work for the Housing Authority of Baltimore City (HABC) in the Office of Communications. Conceptualizes, designs, writes, and produces graphic design materials, including newsletters, brochures, logos, exhibits, and displays, PowerPoint presentations, reports, publications, and web graphics. Responsible for long-term planning, budgeting, scheduling, project management, as well as the full range of production-related duties involved. Production duties include laminating, trimming, and mounting of artwork, signage, and promotional materials. Creates stimulating visuals and presentations to educate, inform, and motivate in visual ways; to attract, entertain, and inspire HABC’s many target audiences. Performance of the duties requires knowledge of traditional graphic arts principles, maintaining the latest industry trends, management experience, and excellent communication and computer skills. All activities must support the Housing Authority of Baltimore City (“HABC” or “Authority”) mission, strategic goals, and objectives.

Requirements

  • Graduation from an accredited four (4) year college or university with a bachelor’s degree in graphic arts or equivalent experience.
  • Five (5) years of progressively responsible experience in designing graphic materials.
  • Any equivalent combination of education, training, and experience that provides the required knowledge and abilities may be considered sufficient.
  • Must possess a valid state of Maryland driver’s license and be insurable under the Authority’s plan.
  • Must be eligible for coverage under the Authority’s fidelity bond.
  • Must be available to work some evenings and weekends when necessary.
  • Possession of a valid Maryland driver's license.
  • Must be able to be covered under the Authority's vehicle insurance policy.
  • Must not engage in private real estate business.
  • Availability to work some evenings and weekends as needed.
  • Successful completion of a prescreening investigation, including verification of employment history and education credentials.
  • A 6-month probationary period applies to this full-time permanent position.
  • All new employees are required to receive at least one COVID-19 vaccination shot in a two-shot series or be fully vaccinated prior to the date of hire.

Responsibilities

  • Advises and assists personnel of HABC in determining the most effective means of presenting various graphic arts materials, which are produced both mechanically and on digital platforms.
  • Responsible for designing and producing a wide variety of artwork, including logos, newsletters, brochures, booklets, posters, videos, and animation assets.
  • Designs and produces a wide variety of artwork for special projects under sometimes tight deadlines. These projects would include, but not be limited to, flyers, posters, banners, brochures, charts, and other display items.
  • Attends workshops, seminars, and training programs to keep abreast of new methods, techniques, and developments in the graphic arts field. Implements new techniques for projects such as video production, presentation/documentation of important events.
  • Plans, budgets, schedules, and manages projects, as well as the full range of production-related duties involved in the projects.
  • Provides graphic art oversight to other department staff in the absence of department leadership.
  • Performs other duties as assigned.
