About The Position

The Gas Program Manager, Senior for BD&I’s New Business program is responsible for reporting, tracking, and approval of order creation for the New Business Gas Transmission Interconnection program. The candidate will manage the budget mechanism for interconnecting new gas loads and new gas supply to the Gas Transmission system, including fossil and renewable natural gas, data centers, electric generation, and other large industrial or commercial loads. This role requires a strategic thinker who can develop and implement effective strategies, manage tactical plans, and collaborate with various internal stakeholders and departments to achieve program goals with minor supervision. The ideal candidate must possess strong data analytics capabilities, with a demonstrated ability to analyze, interpret, and manipulate large datasets to support decision-making and program performance tracking. Proficiency in tools such as Microsoft Excel, Power BI, and Power Query is essential, as the role involves working with data extensively on a daily basis. This role includes work responsibilities as listed below. The position is not expected to have any direct reports.

Requirements

Bachelor’s degree or equivalent experience
5 years’ total related experience
SAP experience
Project or program management experience

PMP Certification
Advance skills in Microsoft Excel. Capable of using complex formulas, pivot tables, macros, and data visualization tools.
Expertise in Power BI. Skilled in building interactive dashboards, reports, and leveraging DAX for data analysis.
Proficiency in Power Query. Experience Transforming, cleaning and automating data workflows from multiple sources.
Strong understanding of data modeling. Able to design and optimize data models for efficient reporting and analytics.
Experience in Gas utility maintenance and construction.

Responsibilities

Program & Operational Analytics• Conduct advanced analysis of program data, performance metrics, unit costs, capital/expense spend, and operational trends.• Interpret and manipulate large datasets to derive insights supporting program decisions and leadership reporting.• Develop accurate forecasts for spend, work volume, order creation, invoices and resource requirements.• Perform variance analysis; identify cost drivers and operational bottlenecks; recommend mitigation strategies.
Reporting & Visualization• Assist in development and maintaining standardized recurring dashboards and ad-hoc analytical reports for leadership.• Prepare executive-level presentations on program performance, trends, risks, and recommendations.• Support divisions with development of operational metrics and reporting frameworks.
Process Improvement & Governance• Ensure adherence to regulatory requirements, program policies, and internal controls.• Support development of new processes, tools, training materials, and documentation.
Financial Analysis & Budget Support• Track and analyze capital and expense spending.• Maintain and improve financial models for forecasting, productivity target-setting, and performance monitoring.• Ensure cost accuracy, monitor drivers, and recommend corrective actions.• Provide forecast recommendations and prepare variance narratives.
Regulatory & Testimony Support• Support development of responses to program-related data requests.• Conduct research and compile exhibits or supporting materials for Gas Rate Cases (GRC).• Provide analytical support to witnesses and SMEs.
Stakeholder Engagement & Cross-Functional Leadership• Facilitate cross-functional working groups to ensure alignment on program data, reporting, and workflow improvements.• Present findings and recommendations to stakeholders at various levels.• Provide guidance or informal leadership to peers.
Manage programs, , monitor and track work to ensure timeliness, quality and overall program budget.
Collaborates with Investment Planning, Distribution Integrity Management, Project Services/PMO, Operations, Construction, Division Engineering and others too
Develop and implement new or improved processes, controls and procedures to improve program compliance, efficiencies and customer satisfaction.
Develop, analyze and update current and future work plans and schedules in SAP and other tools to reallocate resources or reprioritize program work.
Conducts project plan review meetings and project coordination meetings, issues meeting minutes and ensures resolution of identified issues
Monitors execution of work from initiation to closure to ensure units and unit cost is attained.
Monitors and manages financial and work management data related to assigned programs in SAP and related tools to ensure accuracy.
Develops annual productivity targets. Perform trend analysis, to identify issues with costs or productivity.
Conducts benchmarking and best practice reviews for engineering & design.
Develops recommendations for improvements to tools and processes and associated training to improve productivity and reduce operation costs. Leads the implementation of best practices and department reliability and affordability team.
Develops and implements communication and training for assigned programs to target audience
Prepares reports, status updates, variance explanations and budget recommendations. Makes presentations to manager and/or key program stakeholders.
Ensures ongoing regulatory compliance with the program.
Develops responses to program-related data requests.
Assists with GRC testimony research related to the program.
