The Central Services Division is responsible for the critical operations that ensure the agency functions effectively, efficiently, in support of its mission, and in compliance with state and federal requirements. This includes financial management such as budgeting, accounting, payroll, procurement, contracting, and federal grants administration, to ensure fiscal integrity and resource stewardship. The division also oversees information technology and database management, providing secure, innovative, reliable systems that support agency operations. Facilities and records management, risk management, and employee safety functions ensure a safe, organized and compliant workplace. Additionally, the division manages human resources, including strategic workforce planning, recruitment, classification and compensation, employee relations, leave administration, training, wellness programs, and personnel action processing. The Information Services section helps achieve the agency’s mission by building and maintaining a modern, reliable, and readily accessible technology infrastructure. The section provides network administration, system administration, application development, database solutions, data governance, information security, and technical support for the entire agency. The Information Services section also supports the agency’s educational mission by providing tools and capacity for gathering, sharing, and publishing data and information with citizens, partners, and stakeholders. In addition, the Information Services section provides internal services focusing on securing information and infrastructure, and coordinates enterprise technology efforts with Enterprise Information Services. Requirements

  • Six (6) years of information systems experience in: IT project management, requirements gathering, and data management; -OR- An Associate's degree in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field; AND four (4) years of information systems experience in: IT project management, requirements gathering, and data management; -OR- A Bachelor's degree in Information Technology, Computer Science, or related field AND two (2) years of information systems experience in: IT project management, requirements gathering, and data management; -OR- A Master's degree in Information Technology, Computer Science, or related field may substitute for all of the above.

Nice To Haves

  • Demonstrated experience designing, building, and maintaining data integration pipelines or systems that connect multiple data sources (e.g., APIs, relational/non-relational database).
  • Work history developing and maintaining full-stack web applications using modern frameworks and languages.
  • Proven experience designing, optimizing, and maintaining databases to support performance, scalability, and reliability.
  • Implementation of data security, governance, and quality practices.
  • Demonstrated ability to act as a technical resource by documenting systems, guiding others, and supporting organizational knowledge sharing.

Responsibilities

  • Serve as a technical authority responsible for the architecture, design, development, and ongoing support of the agency’s software, database, and data integration solutions.
  • This position ensures that applications and data systems are secure, scalable, and aligned with agency standards, and that data moves reliably across internal and external systems to support decision-making and operations.
  • The role applies advanced software engineering practices, data architecture principles, and systems integration strategies to design solutions that meet complex business needs.
  • This position also influences technical standards, promotes sustainable design patterns, and ensures long-term maintainability of the agency’s application and data ecosystem.
