About The Position

The Senior Financial Analyst oversees grant and contract management and monitors financial performance for agreements within Liberty Resources. This role leads key functions including State reporting, rate stabilization, and financial scenario planning, applying professional judgment in accordance with generally accepted accounting principles (GAAP). The position also supervises a Grants Analyst and serves as a lead financial and analytical resource, supporting multiple grants, contracts, and strategic financial initiatives specifically in Liberty Resources Behavioral Healthcare division.

Requirements

  • Bachelor’s degree in Finance or Accounting required.
  • 3 to 5 years of progressive financial analysis experience, preferably in healthcare.
  • Strong understanding of financial statements and cost accounting principles.
  • Advanced proficiency in Microsoft Excel, including financial modeling, pivot tables, and complex formulas.
  • Strong analytical, problem-solving, organizational, and critical-thinking skills.
  • Excellent written and verbal communication skills, with the ability to present financial information to non-financial stakeholders.
  • Self-directed learner with the ability to conduct independent research.
  • Ability to manage multiple priorities and meet time-sensitive deadlines in a dynamic environment.

Responsibilities

  • Lead Behavioral Healthcare grant and contract financial management activities, including budgeting, forecasting, vouchering, budget modifications, and monitoring performance to ensure contracts are maximized and aligned with agency goals.
  • Oversee required Federal and State reporting (e.g., CFR, TBI, quarterly reports), ensuring accuracy, compliance, and timely submission to agencies such as OMH, OPWDD, OASAS, SED, DOH, and OCFS.
  • Supervise and mentor a Grant Analyst, including reviewing work products (budgets, vouchers, modifications), providing guidance, and supporting team development.
  • Analyze financial performance, including expense and revenue trends, rate stabilization, accounts receivable, and scenario planning, and provide recommendations to Leadership.
  • Collaborate with program leadership to develop annual budgets, RFP submissions, and financial justifications in accordance with funder requirements.
  • Assist in preparation of the annual agency budget.
  • Ensure compliance with generally accepted accounting principles (GAAP), contract terms, and agency policies; develop and implement financial policies and procedures to improve efficiency and effectiveness.
  • Serve as a key liaison with internal leadership and external stakeholders, including Federal, State, and local agencies, communicating contract performance, and responding to information requests.
  • Support and lead internal and external audits, special projects, and continuous process improvement initiatives, while maintaining the ability to work both independently and collaboratively in a deadline-driven environment.
