Evolver is seeking a highly experienced Senior Federal Technology Consultant to provide part-time, hourly support across proposal development, project and delivery management, client consulting, solution execution, and technical documentation in support of federal government customers. This role is ideal for a seasoned leader with deep experience in federal IT services, cybersecurity, digital transformation, and enterprise solution delivery, who can operate independently, influence outcomes, and provide immediate value across capture, delivery, and operational domains. The consultant will support new business pursuits, active federal programs, and internal delivery teams to ensure high-quality, compliant, and mission-aligned outcomes.

Requirements

  • 15 years of experience supporting federal IT programs across DoD, DHS, DOJ, DOS, or civilian agencies.
  • 10 years of experience in project management, delivery leadership, and enterprise solutions architecture.
  • 5 years of experience with federal cybersecurity, RMF/ATO processes, and compliance frameworks.
  • 5 years of experience supporting proposal and capture activities for federal contracts.
  • 5 years of experience delivering or advising on large-scale, mission-critical systems.

Nice To Haves

  • Prior experience in Delivery Director, Program Manager, Solutions Architect, or Cybersecurity Architect roles.
  • Familiarity with:
  • NIST 800-series, COBIT, ITIL, and SAFe/Agile practices
  • Enterprise infrastructure, cloud, VDI, and platform services
  • Federal security tooling and SOAR/SOC environments
  • Experience supporting hybrid or surge delivery models.
  • Active or eligibility for a U.S. Government security clearance.
  • Strong communication skills with the ability to translate complex technical concepts for executive and government audiences.
  • Ability to work independently in a consultative, part-time capacity with minimal oversight.

Responsibilities

  • Proposal & Capture Support
  • Support pre- and post-RFP activities, including proposal shaping, solution design, and technical writing.
  • Contribute to technical volumes, management plans, and past performance narratives.
  • Develop or refine solution architectures, staffing approaches, and delivery methodologies aligned with federal agency needs.
  • Assist in developing rough-order-of-magnitude (ROM) estimates, assumptions, and implementation strategies.
  • Provide subject matter expertise for cybersecurity, IT modernization, and enterprise services proposals.
  • Project & Delivery Management
  • Support active federal contracts through project planning, execution oversight, and risk mitigation.
  • Advise delivery teams on program structure, governance, and execution best practices.
  • Assist with managing non-standard, special, or at-risk projects, including root cause analysis and recovery planning.
  • Collaborate with program managers, delivery directors, and engineering leads to ensure milestones and client expectations are met.
  • Provide guidance on Agile, hybrid Agile/SAFe, and ITSM-aligned delivery models.
  • Client Consulting & Stakeholder Engagement
  • Serve as a trusted advisor to current government clients, offering strategic and technical guidance.
  • Support customer discussions related to system design, modernization strategies, security posture, and operational improvements.
  • Participate in client meetings, technical reviews, and delivery checkpoints as needed.
  • Provide escalation-level support for complex technical, security, or compliance issues.
  • Solution Delivery & Technical Leadership
  • Provide hands-on or advisory support for the design, integration, and deployment of federal IT solutions.
  • Support enterprise architecture, cloud and platform services, cybersecurity controls, and infrastructure modernization efforts.
  • Offer technical oversight for RMF, ATO, NIST 800-53, and STIG-aligned implementations.
  • Assist delivery teams by validating solution approaches and ensuring alignment with contractual and compliance requirements.
  • Documentation & Knowledge Transfer
  • Develop and maintain high-quality technical documentation, including:
  • Architecture diagrams and narratives
  • Implementation plans and procedures
  • Operational runbooks and SOPs
  • Security and compliance artifacts
  • Document solutions and processes in a way that enables sustainable operations and knowledge transfer to Evolver delivery teams.
  • Support internal process improvement by documenting repeatable delivery and operational frameworks.
